KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 16th January, 2007, at 7.30 pm. at St. Helens Sunday School Present; J. Beattie, Vice-Chairman J. Meadows, J. Parkinson, Gillian Benson, Clerk to the Parish Council 161. APOLOGIES Apologies were received from Cllr. C. Towers and Cllr. A. Sykes and the reason accepted. In the absence of the Chairmen the Vice-Chairman took the meeting. 162. DECLARATIONS OF INTERESTS Cllr. J. Meadows declared a personal interest in planning application 06/01363/FUL as Chair of Governors at Kirkland and Catterall St. Helen's Primary School. 163. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 21st November, 2006 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 164. POLICE REPORT There was no Police presence, but there was concern about a large group of youths, which had been seen on Catterall Lane, it is feared that they could be congregating in the empty house. This will be raised with the Police. 165. PUBLIC PARTICIPATION There were no members of the public present at this meeting. 166. REQUEST FOR SUPPORT FOR BOWLAND PENNINE MOUNTAIN RESCUE TEAM Resolved; To give written support for the Safe Rambling Programme, which works from Garstang. 167. FINANCE Finance update The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 30th December, 2006, having been previously circulated, were accepted by the Council. Resolved; To accept the financial report. Resolved; Councillors accepted the following transactions; Payments approved this month; Clerks Expenses £33.11 HM Revenue and Customs £51.70 Catterall Parish Council £36.00* Catterall Parish Council £17.47** *Electrical work for lights on the Christmas tree. **Purchase of storage boxes for the Christmas lights and archive files. The Parish Council is eligible for the HM Revenue and Customs incentive of £250 for filing on line and this will be claimed in full by the Clerk as soon as the possible. Precept 2007 2008 The Councillors discussed the proposed budget and resolved to precept £5,500. This is slightly less than last year and would equate to a band D household paying £40.04 Resolved; To request a precept of £5,500 and the Clerks Salary Grant from Wyre Borough Council. 168. PLANNING Councillors made comments on the following application; 06/01363/FUL Proposal; Change of use of agricultural land to school playing field Location; Kirkland and Catterall St. Helen's Primary School, The Green, Churchtown Resolved; The Parish Council has no objections to this application. 169. REPORTS Report from Kirkland and Catterall St. Helen's Primary School Cllr. J. Meadows reported that there are 120 on the role with 20 new starters for this September and already 19 for September 2008. Report of the representative on the Memorial Hall Committee The committee is holding a fundraiser in the form of a Lancashire Night next week. Collinsons staff is temporarily using the car park again whilst work continues on their site. Report of the representative on the Wyre Area Road Safety Committee The relining and signing at the junction of the A586 and the A6 was raised. Work continues to improve the junction although Councillors were concerned at the confusing markings. It was noted that the planning application for Butlers Farm makes all traffic use the exit opposite this junction by closing the northern access. Report of the representative on the School Charity Trust The purchase of the land to enlarge the play area at school is nearly complete.
There being no other business the meeting finished at 8.06 pm.
