KIRKLAND PARISH COUNCIL

MINUTES OF THE MEETING HELD

On 15th January, 2008, at 7.30 pm. at St. Helen’s Sunday School

231. APOLOGIES

Apologies were given Cllr. C. Towers and the reason accepted.

232. DECLARATIONS OF INTERESTS

Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting.

233. MINUTES OF THE PREVIOUS MEETING

Resolved; The minutes of the meetings held on 20th November, 2007 having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

234. PUBLIC PARTICIPATION

The members of the public present did not raise any issues.

235. VACANCY IN THE OFFICE OF PARISH COUNCILLOR

Resolved: That Wyre Borough Council is informed that Deborah Taylor has been co-opted to Kirkland Parish Council.

236. UNIVERSITY HOSPITALS OF MORECAMBE BAY

Resolved: The questionnaire included in the consultation was completed.

It is understood that people will get more of a say in their hospital care and that funding can be accessed and used from other sources.

237. ELECTION OF PACT REPRESENTATIVE

Resolved: That Cllr. John Archer will be the Kirkland Parish Council representative at the PACT meetings.

238. FINANCIAL SUPPORT FOR GARSTANG AND DISTRICT PARTNERSHIP

In the past Kirkland has been successful in receiving grants for projects in the Village. Now Garstang and District Partnership is looking for financial support from Kirkland Parish Council. The Councillors considered a donation of £60.16, this being £0.235 per capita X 256 (electorate).

Resolved: To support Garstang and District Partnership in principle and send funding following the receipt of the precept.

Internal Scrutiny Report

Resolved: The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 30th November, 2007, having been previously circulated, were accepted by the Council.

Precept and Grant Notification 2008 – 2009

Wyre Borough Council has requested the precept notification by 18th January, 2008. Councillors, having considered the proposed budget will precept for £5,500. As this is the same as last year there should be no change to the council tax band D property of £41.24. The Parish Council will open an account to build up a reserve for use when looking for funding bidding as grant sponsors look more favourably if the applicant also uses their own money.

Resolved: To inform Wyre Borough Council that the precept for Kirkland Parish Council will be £5,500.00 plus the grant of £482.00 towards the Clerk’s salary

Funding towards schemes in the Parish was discussed. Following the Newsletter residents has contacted the Chairman to offer suggestions for improvements in the Village including a river walk, to complete the hedge at Owd Wills and paint the mile markers. It was considered advisable to make the residents aware of these suggestions in the next Newsletter.

Bank Signatories

Resolved: That Cllr. J. Archer is entered on the bank mandate to allow him to sign the Parish Council cheques.

240. PLANNING

There were no planning applications submitted since the last meeting.

241. REPORTS

Report from the representative on Kirkland and Catterall St. Helen's Primary School

Mrs. Price, the deputy is running the school in the absence of Mrs. Poole, the Headteacher. To date the new field is not being used as there is a major question over drainage.

Report from the representative on Kirkland Memorial Hall

The Committee will meet next Monday.

Report from the representative on Wyre Area Road Safety Committee

Cllr. A. Sykes raised the three accidents outside School and that an ambulance was called in two of the cases. Glenn Robinson, Lancashire County Council, stated that all A roads in Lancashire were being reviewed and that he would try and move the A586 up the list in the light of the accidents.

PACT Meeting

Cllr. J. Archer reported on the no dog signs disappearing from the Memorial Hall and this had now been solved. There had been no reference to a local burglary and this was raised at the meeting. There has been one crime in Churchtown over the past month; a toilet window was broken in the Memorial Hall during a party.

The meeting was adjourned

The carols in the square and the arrival of Father Christmas had been a great success last year and will be repeated this Christmas. A social event is to be held in Spring.

The meeting was resumed.

242. QUESTIONS RAISED BY MEMBERS

Cllr. Neil Thompson

Reference was made to the recent death of Neil Thompson and the Councillors expressed their sympathy to his family.

Councillors were reminded that the deadline for the next issue of the newsletter will be 14th March and articles are needed for inclusion.

 

There being no other business the meeting finished at 9.00pm.
