KIRKLAND PARISH COUNCIL

MINUTES OF THE MEETING HELD

On 12th January, 2010, at 7.30pm

at St. Helen’s Sunday School

376. APOLOGIES

Apologies were given for this meeting by Cllr. Mrs D. Taylor and the reason accepted.

377. DECLARATIONS OF INTERESTS

Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting.

There were no declarations.

378. MINUTES OF THE PREVIOUS MEETING

Resolved; The minutes of the meetings held on 10th November, 2009 having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

379. PUBLIC PARTICIPATION

The meeting was adjourned

The Churchtown Society

Mrs Jane Thompson reported that the Society was to look more to being a social committee, organising the carols and the garden competition rather than overseeing planning applications etc. in the Village.

A resident raised the problems of crossing the A586 to and from School and the speed of the traffic. The Golden River speed wire was used during the Summer and the results would be useful to the Parish Council in investigating the traffic. A meeting with the Police would be advisable to progress these problems.

The meeting was resumed.

380. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR

The date for a request for an election passed on 2nd October. Councillors were asked to co-opt a member as soon as possible.

Resolved: The vacancy was filled by Mrs Samantha Gilling.

Resolved: To inform Wyre Borough Council of this appointment.

381. GROUNDS MAINTENANCE FOR KIRKLAND MEMORIAL HALL

The trustees of Kirkland Memorial Hall appealed to the Parish Council for a donation towards the costs of grounds maintenance to the Playing Field at the Hall. The Trustees are looking to accept the quote from Wyre Borough Council of £1,103 for the year 2010 – 2011 and would greatly appreciate any assistance the Parish Council could offer.

Resolved: The Parish Council will donate £1,000 towards the grounds maintenance contract at Kirkland Memorial Hall.

Internal Scrutiny Report

Resolved: Councillors considered and accepted the following accounts.

Cash Book and Balance to 31st December, 2009, Bank Reconciliation and Internal scrutiny checks.

Resolved: The following account were accepted for payment:

The Grounds Maintenance Contract (Parish Lengthsman) will be paid by Standing Order on 8th January.

Precept and Grant Notification 2010/2011

Wyre Borough Council requests the precept figure by 15th January, 2010. Councillors considered the draft budget for 2010 – 2011.

Resolved: To set the precept at £8,100.00 and the rural grant at £479.00

This included the grounds maintenance contract, youth initiative and environmental projects.

The following planning applications have been granted;

Proposal: Erection of a new courtyard garages, ancillary accommodation and a swimming pool (following the demolition of existing garages and ancillary accommodation)

Location: The Old Vicarage, 16, Vicarage Lane, Churchtown

Resolved: The Parish Council has no objections to this planning application.

09/00993/CON

Proposal: Conservation area consent for the erection of a new courtyard garages, ancillary accommodation and a swimming pool (following the demolition of existing garages and ancillary accommodation)

Location: The Old Vicarage, 16, Vicarage Lane, Churchtown

Resolved: The Parish Council has no objections to this planning application.

384. REPORTS

Report from Kirkland and Catterall Primary School

Of the three trees on the Avenue alongside School the centre one has been inspected and found to be diseased and needs investigating.

Report from the representative on Kirkland Memorial Hall

The Trustees are sharing the costs of strengthening the river bank with Mr. Dick and looking to replace the boiler.

Report from the representative on PACT Meeting

At the December meeting an accident was reported involving a cyclist on The Avenue having been knocked down.

Report from Memorial Hall Play Area Meeting

The report was accepted and the next meeting will be 21st January, 2010.
