KIRKLAND PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING Held on 10th January, 2012, at 7.30pm at Kirkland Memorial Hall

D. Swift 529. APOLOGIES Apologies were received from Cllr. D. Taylor and the reason accepted. 530. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations. 531. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 8th December, 2011 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 532. PUBLIC PARTICIPATION There were no members of the public present. 533. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The time has passed for an election and the Councillors co-opted a new member. Resolved: That the Parish Council co-opts Andrew Swindley as a Parish Councillor and Wyre Council is informed. Cllr. Swindley signed the Declaration of Office and Register of Interests. 534. QUEEN ELIZABETH II DIAMOND JUBILEE The Councillors discussed the number of local events occurring around the Jubilee and that many families would be involved. There was a suggestion that a Village event might take place under the direction of St. Helen’s Church, for insurance purposes. Resolved: To approach the Vicar about the Church’s celebrations 535. REMEMBRANCE DONATION Councillors considered a donation to the Royal British Legion for their continued work with ex-service persons. Unfortunately last year’s donation was missed, but in 2009; £50 was sent. Resolved: To donate £100 explaining the reasoning behind the increase. 536. CHRISTMAS TREE Resolved: The Risk Assessment for the Christmas Tree was accepted by the Parish Council. The Christmas Tree outside the Horns Inn was not operational this year, due to The Horns Inn being unable to allow us to access the electricity. Councillors still wish to provide a Christmas Tree outside the Horns Inn and will need to source a feeder pillar to provide power. The need for tree lights was also discussed. Resolved: To price the installation of a feeder pillar to provide power for the Christmas Tree lights. Resolved: To source Christmas Tree lights and a decent transformer. Resolved: To apply to Dewlay for funding for the Christmas Tree. 537. BETTER WORKING BETWEEN LANCASHIRE COUNTY COUNCIL AND PARISH AND TOWN COUNCILS Councillors discussed the document, but still felt that Lancashire County Council was not listening. 538. CAN PARISH AND TOWN COUNCILS STAND UP TO DEVELOPERS? The background to this question comes from the Localism Act and the fact that parish and town councils will be getting money via the Community Infrastructure Levy so when there is a new development in the area developers have to give money to the parish/town council. Resolved: Councillors felt such money could be better spent by a Parish Council who form the grass roots and know what is happening in their Parish so where the money would make the biggest impact. 539. FINANCE Responsible Financial Officer’s Internal Scrutiny Report Information included - Cash book and balance, internal scrutiny checks and bank reconciliation to 30th November, 2011. Responsible Financial Officers Report to 30th November, 2011. Bank Reconciliation for 31st December, 2011. Resolved: Councillors scrutinised and accepted these accounts. Income received since last meeting:
Refund of funding given for a youth club in Kirkland and Catterall that did not materialise. Councillors resolved to pay the following invoices;
Direct Debits Staff Costs £200.00 Pension £ 62.52 Grounds Maintenance Contract £627.00 Donation Thanks St Helen’s Parochial Church Council thanks the Parish Council for their donation towards the upkeep of the graveyard. Donation request Kirkland Memorial Hall has asked for assistance towards the grass cutting on the Memorial field. The Parish Council had budgeted £800.00 towards the cost and the committee is requesting £400 to cover the first half payment. Resolved: To pay the first installation of £400.00. Precept and Grant Notification 2012 – 2013 Wyre Council needs notification of the precept for 2012 – 2013 agreed by Kirkland Parish Council by 13th January, 2012. The Rural Grant for Kirkland is £512.00. Councillors considered the budget upon which the precept is based. Councillors with wish lists as to improvements/projects for 2012 – 2013 are asked to please supply costings for consideration. Resolved: That the Parish Council will maintain the same level of precept for 2012 -2013 that is £8,100 and to inform Wyre Council. 540. PLANNING Planning Applications 11/00861/FULMAJ Proposal: Erection of a 130m high wind turbine and associated infrastructure including access track, electrical equipment and a temporary construction compound and hardstanding Location: Cross House Farm 2, Garstang Bypass Road, Churchtown Resolved: the Parish Council strongly objects to this planning application on grounds of visual impact to a vast surrounding area. Another turbine would have the makings of a wind farm and future developments would be impossible to stop. To ask for details on the projected noise levels and ask for comparisons with the Dewlay turbine, which is receiving complaints on noise. 541. REPORTS FROM COUNCILLORS Representative on Wyre Area Road Safety Committee Cllr. Mrs. S. Gilling reported on the accident on the A586 just past the school, when the children were walking to Church. It was also reported that under the Governments 20MPH outside school initiative Kirkland and Catterall St. Helen's C of E Primary School would be reduced to 30MPH at school times and consultation was to start this month. PACT meeting held 3rd January, 2012 A person was arrested and is being dealt with through possession of cannabis in Churchtown. 542. QUESTIONS RAISED BY COUNCILLORS Training Courses Councillors were to take part in training courses run by the Blackpool and Wyre CVS. |
