KIRKLAND PARISH COUNCIL

MINUTES OF THE MEETING HELD

On 10th July, 2006, at 7.30 pm. at St. Helen’s Sunday School

118. APOLOGIES

No apologies were accepted.

119. DECLARATIONS OF INTERESTS

There were no declaration of interests.

120. MINUTES OF THE PREVIOUS MEETING

The minutes of the meetings held on 15th May, 2006, having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

121. EDUCATION ACT 2002 – THE SCHOOL GOVERNANCE (CONSTITUTION) (ENGLAND) REGULATIONS RECONSTITUTION OF GOVERNING BODIES

The Education Act 2002 gave no specific places for minor authorities, however, in recognition of the support over many years, Parish Councils are invited to nominate for LEA governorships. Any nominations received would be considered for LEA governor vacancies within the provisions of the Code of Practice on LEA School Governor Appointments.

Resolved; Aware that there are no vacancies on the Governors of Kirkland and Catterall St. Helen's Primary School the Parish Council will not be making a nomination at this time.

122. DUTIES UNDER THE CODE OF CONDUCT

The Monitoring Officer reminds Councillors to ensure their entry in the Register of Interests is up to date.

123. KIRKLAND SCHOOL CHARITY TRUST

Councillors are asked to nominate a member to serve on the School Charity Trust.

Resolved; To nominate Cllr. J. Beattie to serve on the School Charity Trust.

124. CHURCHTOWN SOCIETY

A letter from the Churchtown Society set out how possible development of common issues could be nurtured. It was noted that the Parish Council has representation on the Society.

Resolved; The letter was noted.

125. STRATEGIC REVIEW OF LANCASHIRE LIBRARY AND INFORMATION SERVICES

Councillors were asked to consider their views as to the present service.

Resolved; The questionnaire was completed during the meeting and will be returned.

126. DOG BINS – OWD WILL’S

Working in partnership with Wyre Borough Council, the Parish Council will issue a letter for consultation to residents about the possible installation of a dog bin in Owd Will’s. The letter presented by the Clerk was accepted.

Resolved; The letter will be delivered as soon as possible.

Replies will be considered at the next meeting.

127. GETTING TO GRIPS WITH THE CLEAN NEIGHBOURHOODS AND ENVIRONMENT ACT 2005

Resolved; The document was noted.

128. LOCAL AUTHORITY BYLAWS IN ENGLAND: A DISCUSSION PAPER

Councillors were concerned at the implications of enforcing these orders as there appears to be no right of appeal.

Resolved; To write answering the relevant questions in the paper. Councillors felt this allows for no right of reply to those accused of offending.

The member of the public had nothing to raise at this meeting.

130. FINANCE

There were no financial payments for this period.

Finance update

The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 23rd May, 2006 previously distributed, were accepted by the Council.

131. PLANNING

The following planning application was granted:

06/00300/FUL
Proposal; Conversion of redundant agricultural building to a dwelling (resubmission of 03/01600)
Location; Cross House Farm, Garstang By Pass Road, Garstang

The following planning applications were considered between meetings;

06/00519/LBC
Proposal; Listed building consent for the conversion of lodge building to a garage with first floor storage area, including demolition and re-build of a rear extension
Location; The Lodge, The Avenue, Churchtown

The Parish Council has no objections to this application.

06/00529/FULMAJ
Proposal; Proposed change of use to redundant farm buildings to provide B1 / B8 use
Location; Butlers Arms Farm, Garstang By-Pass Road, Churchtown

The Parish Council has no objections in principle to this application. However, there are serious fears over access directly onto the A6, more so at this point. Consultation with Lancashire County Council is vital as they are about to re-line the road at the junction with The Avenue and in front of Watson’s Garage and this will interfere with this access.

The Councillors are concerned at the estimated vehicle movements; it is felt that there will be far more from deliveries etc.

Proposal; New dairy unit comprising, dairy building, cubicle house, silage clamp, lean to general purpose agricultural building and slurry store (resubmission of application 05/00596)
Location; Land adjacent to Humblescough Lane, Nateby

The Parish Council has no objections to this application, although there is concern at the re-development of a farm in the present climate where many farms are struggling to survive.

Councillors commented on the following planning application;

Proposal; Erection of one detached dwelling and change of use of existing building to garage/store
Location; The Lodge, Kirkland Hall, The Avenue, Churchtown

Resolved; The Parish Council has no objections to this application

132. REPORTS

Wyre Strategic Partnership

The Safety around Rural Schools project is underway and the itinerary report was accepted.

 

 

There being no other business the meeting finished at 9.05 pm.
