KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 8th July, 2008, at 7.30pm at St. Helen’s Sunday School Present; A. Sykes, Chairman J. Archer, J. Parkinson, D. Taylor, C. Towers, Gillian Benson, Clerk to the Parish Council One member of the public 278. APOLOGIES No apologies were given for this meeting. 279. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. 280. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 13th May, 2008 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 281. PUBLIC PARTICIPATION The member of the public present did not raise any issues. 282. PARISH LENGTHSMAN CONTRACT Councillors consider the proposals set out by Catterall Parish Council and Agreed to the terms of the contract. It was raised that further hours could be ‘bought’ to clear the footway on the A6 to a standard acceptable by the Councillors. Resolved: To accept the Parish Lengthsman Contract as stated and pay the first two instalments with four further payments through standing orders. Resolved: To approach the Parish Lengthsman to clear the footway on the A6. 283. FOOTWAY ON THE A6 The Councillors were greatly concerned at the reply received from Lancashire County Council highways on the state of the footway on the A6, Crappen Crop and grass verges. The non collection of grass cuttings was raised and that the footway is now too narrow, due to overgrowth, to accompany two persons abreast, therefore being forced to walk in single file is adding to the narrowing of the footway. Resolved: To write to Glenn Robinson for road safety advice on the height of the grass verge at the sightlines of homes and businesses on the A6. Resolved: To wait for Glenn Robinson’s advice and reply to Lancashire County Council on the grass verges, Crappen Crop and the footway. 284. FINANCE Internal Scrutiny Report Resolved: Councillors considered and accepted the following accounts. Cash Book and Balance to 31st May, 2008, Bank Reconciliation and Internal scrutiny checks. Payments received; Bank Interest £ 15.30 Resolved: The following payments were accepted. Lancashire County Council £ 31.96 Pension HM Revenue and Customs £ 73.60 Allianz Insurance £ 66.68 Bus Shelter G. Benson, outstanding pay £111.28 Lancashire County Council £ 31.96 Pension Clerk’s Expenses £ 9.08 Catterall Parish Council £1,126.00 Parish Lengthsman Contract Churchtown and District Children’s Whitsuntide Festival The Committee thanks the Parish Council for their donation towards the festivities. 285. PLANNING The following planning application has been granted; 08/00387/FUL Proposal: Roof lift to create 1st floor accommodation, two storey rear extension and alterations to elevations Location: Ludford Garstang By-Pass Road, Churchtown 08/00453/FUL Proposal: Conversion of redundant agricultural barn to form two dwellings (amendments to app. 03/01169) Location: Butlers Arms Farm, Garstang By-Pass Road, Churchtown 08/00468/FUL Proposal: Detached double garage and store with additional storage in roof area Location: Cross House Farm, Garstang By-Pass Road, Garstang The following planning application was resolved at the planning meeting on 12th June, 2008. 08/00559FUL Proposal: Two storey side extension with two storey and single storey rear extensions Location: 14, The Green, Churchtown Resolved: The Parish Council supports this application and requests neighbourhood notification. The following planning applications have been submitted; 08/00608/FUL Proposal: Erection of a rear extension and garage Location: 14, Church Street, Churchtown Resolved: The Parish Council supports this application and requests neighbourhood notification. 286. REPORTS Report from Kirkland and Catterall St. Helen's Primary School A new Year 2 teacher has been appointed and Mrs Neill takes up her post in September. The drainage pipes for the new School Field were due to go through the river bank last Wednesday, but due to the weather this has been delayed. The pupils are having a camp out at the Memorial Hall at the end of term. Report of the representative on the Memorial Hall Committee The Hall will close its doors on Kirkland Bridge Nursery after 25 years this month as they are relocating to St. Michaels School. A new roof is planned for the storeroom. A fundraiser is planned to raise funds for the new Play Area. Report of the representative on the Wyre Area Road Safety Committee Yet again the problems of the school speed safety signs were raised and still no progress was reported. Report of the representative on the School Charity Trust The trustees have reviewed the portfolio and are to keep the capital intact. PACT Meeting There had been a report of harassment in the Village. The meeting was adjourned To receive a report from the Churchtown Society. Mrs Jane Thompson reported that the Society would be holding a Garden Competition in the Village. She reported that the nameplates erected with in the Village were past their best and many were rusting. The meeting was resumed. There being no other business the meeting finished at 9.20 pm.
