KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 21st July, 2009, at 7.00pm at St. Helen’s Sunday School Present; Members of the Parish Council C. Towers, Chairman K. Ellin, Vice-Chairman J. Parkinson, C. Richmond, D. Taylor, Gillian Benson, Clerk to the Parish Council Visitors: J. Thompson, Churchtown Society 345. APOLOGIES No apologies were given for this meeting. 346. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. Cllr. K. Ellin declared a personal interest in planning application 09/00482, as a neighbour. 346. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 12th May, 2009 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 347. PUBLIC PARTICIPATION The public did not raise any issues at this meeting. 348. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The time for a request for an election has passed and Councillors co-opted a member. Resolved: That Mrs Catherine Richmond is co-opted to Kirkland Parish Council and Wyre Borough Council is informed. Resolved: Cllr. C. Richmond completed the declaration of Office and Register of Interests. 349. TRAINING COURSES The Lancashire County Training Partnership is running the following courses for Councillors to attend: Community Engagement with Case Studies – Workshop 23rd September, 7.00 – 9.00pm New Councillors and Clerks Training 3rd and 17th October, 9.15am – 12.15pm. Both are to be held at Howick House, Penwortham. Resolved: That Cllr. K. Ellin will attend 350. PLAY AREA – KIRKLAND MEMORIAL HALL Wyre Borough Council state that they will be looking to refurbish the Play Area in either 2010/11 or 2011/12, reviewed annually using age and condition of the existing equipment and current funding levels as major factors in the choice of refurbishments. Councillors considered pursuing establishing a footpath through to the School initially. Resolved: To write to Mr. A. Askew, owner of the field next to the School, asking him to consider a permissive path to link the Memorial Hall to the School. 351. YOUTH INITIATIVE Initially started with the past Chairman both Kirkland and Catterall Parish Councils discussed forming a youth initiative for 10 to 13 year olds. The scheme has included Kirkland and Catterall St. Helen's Primary School and the youth service in Garstang. Councillors considered the principle of supporting a youth initiative and discussed the costs that are being implied. Resolved: To consult with residents through the newsletter to establish the need for a youth initiative in Churchtown. 352. SCHOOL TRUST REPRESENTATIVE Resolved: To inform the School Trust that Cllr. C. Richmond was elected as the Council’s representative. 353. FINANCE Internal Scrutiny Report Resolved: Councillors considered and accepted the following accounts. Cash Book and Balance to 30th June, 2009, Bank Reconciliation and Internal scrutiny checks. Payments received this month
Resolved; Councillors accepted the following payments;
Audit 2008 – 2009 Kirkland Parish Council has successfully completed the audit. The external auditors have raised the Fidelity Guarantee, they feel that the cover is insufficient in the light of the total bank balances and the precept received. The level has now been raised to cover balances with the recent insurance renewal. Resolved: The Parish Council accepted the external auditors report. 354. PLANNING The following planning application has been granted; 09/00304/FUL Proposal: Amendments to previously approved garage (re-submission 08/00608/FUL) Location: Nuncroft House 14 Church Street Churchtown Preston Lancashire 09/00389/FUL Proposal: Erection of single-storey rear extension Location: 9 Ainspool Lane Churchtown Preston Lancashire PR3 0TA 09/00363/FULMAJ Proposal: Variation of condition 4 on application 08/00676/FULMAJ to alter noise limit levels Location: Dewlay The Traditional Cheesemakers, Garstang By Pass Road, Garstang The inspectors report made no specific reference to the noise levels, but this will be closely monitored once built. Planning Meeting Reports Reports of the meetings on 9th June and 29th June were accepted by members. They included: 09/00389/FUL Proposal: Erection of single storey rear extension Location: 9, Ainspool Lane, Churchtown Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 09/00363/FULMAJ Proposal; Variation of condition 4 on application 08/00676/FULMAJ to alter noise limit levels Location: Dewlay, The Traditional Cheesemakers, Garstang By-Pass Road, Kirkland Resolved: The Parish Council objects to this planning permission. The planning inspectorate granted the original planning application based on the information given and this included noise levels. Noise levels were taken on site and a number of properties to the South West, although not to the North West which is the prevailing wind. Therefore the author of the report would have that information before them. As the levels were clearly taken then it is to these levels that the turbine should adhere to. Planning Applications The Councillors made comment on the following planning application: 09/00482/FUL Proposal: Erection of a stable building and change of use of land to form sand paddock for equine use Location 23, Ainspool Lane, Churchtown Resolved: The Parish Council has no objections in principle to the planning application and requests neighbourhood notification. There are a number of concerns including waste disposal from the stables is the access to the site wide enough to accommodate wagons and to insist that the use is for domestic purposes only. 355. REPORTS Report from the representative on Kirkland Memorial Hall The Trustees are working with United Utilities to shore up the river banking at the rear of the Hall. Report from the representative on School Charity Trust The last meeting was the AGM and the officers were elected. The loan to school has been extended and the investments are showing poor returns. Report from the representative on Wyre Area Road Safety Committee The meeting lacked progress of the many items on the Agenda with Lancashire County Council completing few of the problems raised. The School’s interactive signs on the Avenue have now been adopted by Lancashire County Council and are working correctly. This has taken over three years. Report from the representative on PACT Meeting A theft of copper and lead pipes had taken place from a house on Garstang By Pass Road. This equals last year’s crime rate for the same period. However, the anti-social behaviour incidents last June were 2 and there were none this June. The meeting was adjourned Report from the Churchtown Society Mr. Eddie Topping will be judging the Garden Competition to be held on Thursday next week. The results will be published on the Parish Newsletter. |
