KIRKLAND PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING

Held on 4th July, 2011, at 7.30pm

at Kirkland Memorial Hall

486. APOLOGIES

No apologies were received.

487. DECLARATIONS OF INTERESTS

Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations.

488. MINUTES OF THE PREVIOUS MEETING

Resolved; The minutes of the meetings held on 16th May, 2011 having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

489. PUBLIC PARTICIPATION

There were no members of the public present.

Visit by Will Hull concerning the PANDA signs

Mr. Hull gave an update of the difference the signs have made to the speed of the traffic passing Kirkland and Catterall St. Helen's C of E Primary School. Several speed surveys have been carried out, some by the children and others by Mr. Hull. They show a great reduction in speed and the scheme has been very well received by residents and drivers. Prior to the launch speeds up to 70MPH had been recorded with 60% of drivers travelling at 60 – 65MPH, but now there have been nothing is excess of 45MPH. Mr. Hull has received a letter from the Minister of Transport, who wishes to see the scheme in operation in October, 2011.

490. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR

The time has passed for an election and the members need to co-opt a new member as soon as possible. Nominations will be accepted at the meeting.

Resolved: No nominations were received at the meeting.

491. STANDING ORDERS

These are the ‘rules’ by which the Parish Council runs its meetings. Councillors discussed the orders and tailored them to meet Kirkland Parish Council’s preferences.

Resolved: That the superseded Standing Orders are accepted. Copies will be distributed to each Councillor at the next meeting.

492. PARISH LENGTHSMAN PILOT SCHEME

Kirkland Parish Council working with Catterall Parish Council has been accepted in the pilot scheme for Parish Lengthsmen run by Lancashire County Council. There is an initial payment of £200.00 plus Lancashire County Council will pay for work undertaken on their behalf and supply the materials.

Resolved: Councillors are to walk the public rights of way in the parish to identify concerns and report back to the next meeting.

493. PUBLICATIONS FROM SOCIETY OF LOCAL COUNCIL CLERKS

As it is sometimes difficult for councillors to attend training courses it was considered that these books would provide an excellent source of information.

Resolved: To purchase the two books.

494. REPRESENTATIVE FOR THE GREAT ECCLESTON VILLAGE CENTRE

Under the Centre’s constitution Kirkland Parish Council is able to appoint a representative to be a trustee on the board.

Resolved: Kirkland Parish Council is unable to provide a representative at this time.

495. FINANCE

Responsible Financial Officer’s Internal Scrutiny Report

The Councillors scrutinised the following accounts - Cash book and balance, internal scrutiny checks and bank reconciliation to 31st May, 2011.

Responsible Financial Officers Report to 31st May, 2011.

Resolved: Councillors scrutinised and accepted these accounts.

Income received since last meeting:

Councillors are asked to consider the following accounts for acceptance;

Request for donation

Kirkland Memorial Hall has requested a donation towards the cost of grass cutting on the field.

Resolved: To donate £800 towards the grass cutting on Kirkland Memorial Hall field.

496. PLANNING

The following planning application has received no objections from Wyre Borough Council:

11/00355/LCC

Proposal: Erection of a UV disinfection control kiosk, main switchgear kiosk, electrical substation and inlet screens and storm treatment control kiosk

Location: Kirkland Works, Tarnacre Lane, St Michaels-On-Wyre

The following planning application has been granted:

11/00321/FUL

Proposal: Erection of agricultural workers dwelling

Location: Kirkwood Lodge, Humblescough Lane, Kirkland

497. REPORTS FROM COUNCILLORS

Report from the representative on PACT Meeting

A cat was deliberately shot in Churchtown and the Police have issued a press release to assist with catching the culprit. Two anti-social behaviour incidents have included a person sleeping in a van in front of private houses.

498. QUESTIONS RAISED BY COUNCILLORS

Ainspool Lane

There was concern over the depression in Ainspool Lane outside Fylde Cottages.

There being no other business the Chairman closed the meeting at pm.
