KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD ON 20th MARCH, 2006, AT 7.30 pm Present; C. Towers, Chairman, J. Beattie, Vice-Chairman, J. Meadows, J. Parkinson, Gillian Benson, Clerk to the Parish Council 94. APOLOGIES Apologies were accepted from Cllr. A. Sykes. 95. DECLARATIONS OF INTERESTS All the Councillors present declared a personal interest in Kirkland Memorial Hall as members of the committee. Cllr. J. Meadows declared a personal interest in Kirkland and Catterall St. Helen's Primary School as Chairman of the governors. 96. MINUTES OF THE PREVIOUS MEETING The minutes of the meetings held on 16th January, 2006, having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 97. REPORTS BY THE CLERK Sharples Quarry Councillors have been circulated with the granted planning permission on the quarry, but there is no mention of a section 106 for funding towards the impact of the development. Lancashire County Council advises that section 106 would have been inappropriate but the proposal will be covered by an Aggregate Tax. As the development has not started it would be difficult to demonstrate the impact on the Parish, however if the works commenced there is no reason why Kirkland Parish Council should not bid for some of these funds. Affordable Housing The Clerk and Cllr. J. Parkinson attended a presentation by Wyre Housing Association on how affordable housing is developed in Parishes. A rosy picture was painted whereby the Parish Council is consulted through the planning and development stages, unfortunately many Wyre Area LAPTC Minutes of the next meeting on 11th April were circulated to members. A6 Preston Lancaster New Road, the Avenue to New Lane, LSSP The final plans have been received fro the traffic calming improvements to the A6, including the junction with The Avenue. 98. LAPTC INFORMATION LAPTC is holding its annual conference at Park Hall, Chorley on 12th to 14th May; unfortunately no one will be able to attend. The Councillors noted the information on VAT on internet purchases and mileage and the NALC recommendations for the Clerk’s salary. The Clerk will be applying to the Clerks Training Bursary Scheme to assist with training costs. 99. CONSULTATION ON THE PARISH AND TOWN COUNCIL CHARTER Having read the consultation the Councillors felt the document does nothing to strengthen the commitment by Lancashire County Council to recognise or work with Parish Councils Resolved; To reply disappointed at the document which is more of a paper exercise showing no more than the present situation and not a recognised agreement. 100. CONSULTATION ON THE NEW PRIMARY CARE TRUSTS ARRANGEMENTS FOR THE CUMBRIA AND LANCASHIRE SHA AREA. Resolved; The Parish Council support Option 3 as it brings the PCT closer to the patients. 101. CONFIGURATION OF NHS AMBULANCE TRUSTS IN ENGLAND Resolved; The Parish Council objects to the proposal, but would support 2 rural Counties amalgamated in Lancashire/Cumbria and 2 urban conurbations in Lancashire. 102. COMPLAINTS PROCEDURE The Clerk had obtained the form to complain to Lancashire County Council about their service; however, the Chairman stated that she believed Parish Councils could not complain in this way. The Clerk will check and report back to the next meeting. 103. LITTER BINS IN THE VILLAGE The use of the litter bin outside St. Helen’s Church was discussed. A notice has been made and tied on the front stating ‘no dog poo in this bin – Wyre Borough Council’. The Councillors added that perhaps Wyre Borough Council will now acknowledge there is a problem. Resolved; To write to Neil Bailey head of environmental services, asking whose sign is it and will Wyre Borough Council now install a dog fouling bin? 104. FINANCE Request for books for the Parish Council Councillors agreed to the Clerk request for the purchase of the following books to assist the Parish Council in its daily work, the cost of which will be split between the Partnership. The Clerks Manual £35.00 Local Council Administration by Charles Arnold Baker £60.00 (the seventh edition is due this summer and it would be better to wait) Highway Law £21.95 Local Council Finance £14.95 The Practitioners Guide to Finance Inserts only £10.99 Requests for Donations Councillors agreed a donation to St. Helen’s Parochial Church Council to be paid in the next financial year. To send £100.00 in April 2006. Councillors agreed a donation to Churchtown and District Children’s Whitsuntide Festival towards the cost of staging the celebrations in the next financial year. To send £50.00 in April 2006. Councillors approved the following payments; Society of Local Council Clerks Bookshop £35.00 Clerks Expenses £34.82 Inland Revenue £62.52 Finance update The Clerk submitted the accounts as to 31st January, 2006 for verification, includes the cash book, balance, reconciliation of the bank statements and the internal scrutiny and these were accepted. 105. PLANNING Planning Applications There were no planning applications received. 106. REPORTS Representative at Kirkland Memorial Hall Councillors received the report stating that moles have been dealt with on the grounds. Representative at Kirkland and Catterall St. Helen's Primary School Councillors received the report stating a deputy head had been appointed from internal staff and she was Karen Price. Also a number of the admissions for the next intake will need to go to appeal. Representative on the Wyre Area Road Safety Committee Councillors received a report stating Lancashire County Council had contacted Cllr. J. Meadows about the shrubbery outside the School House, but Cllr. J. Meadows was still waiting for a reply. Wyre Area LAPTC Councillors received a report on the presentation by Garstang and District Partnership. Wyre Strategic Partnership Councillors received a report on the funding bid for school safety action plan which has been deferred until a Lancashire County Council report is received. Partnership Meeting The minutes of the meeting held on 15th February was received. A further meeting has been called for 10th April when the Parish Champion and Garstang and District Partnership will be giving presentations.
