KIRKLAND PARISH COUNCIL

MINUTES OF THE MEETING HELD

On 9th March, 2010, at 7.30pm

385. APOLOGIES

Apologies were given for this meeting by Cllr. K. Ellin and the reason accepted.

386. DECLARATIONS OF INTERESTS

Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting.

There were no declarations.

387. MINUTES OF THE PREVIOUS MEETING

Resolved; The minutes of the meetings held on 12th January, 2010 having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

388. PUBLIC PARTICIPATION

There were no members of the public present.

  1. PLAY AREA, KIRKLAND MEMORIAL HALL

    The last meeting was 8th March, when the questionnaires were to be finalised and volunteers given their areas and when to deliver. Unfortunately there were only two attendees and the meeting was cancelled. The Playground Inspection report conducted by Wyre Borough Council has been received by the Parish Council. A letter was sent to rally the organisations into responding as without the survey there is little likelihood of attaining a grant to purchase the play area.

  2. ROAD TRAFFIC REGULATION ACT 1984 LANCASHIRE COUNTY COUNCIL

    A586 GARSTANG ROAD/TARNACRE LANE/THE AVENUE

    Lancashire County Council is consulting on updating the description of this road. The speed limit is not to be changed. Councillors discussed the name change and added that the speed past Kirkland and Catterall St. Helens C of E Primary School needs considering.

    Resolved: To support the name change and add the lowering of the speed limit on the Avenue.

     

  3. ROAD TRAFFIC REGULATION ACT 1984 LANCASHIRE COUNTY COUNCIL

A6 PRESTON LANCASTER ROAD, WYRE BOROUGH AND LANCASTER CITY

PART REVOCATION, 50 MPH SPEED LIMIT ORDER 201

Lancashire County Council is consulting on introducing:

  1. 40MPH speed restriction on the A6 from St. Michaels Road to New Lane, Bilsborrow.
  2. 50MPH speed restriction on the A6 from New Lane, Bilsborrow to Salford Road, Galgate

Resolved: To support the lowering of the speed limit on the A6 between Bilsborrow and Galgate.

392. FINANCE

Internal Scrutiny Report

Resolved: Councillors considered and accepted the following accounts.

Cash Book and Balance to 31st January, 2010, Budget comparisons, Bank Reconciliation, Internal scrutiny checks and the financial statement until28th February. Councillors scrutinised the accounts, previously circulated, and accepted.

Resolved: That the Parish Council accepts the accounts to 31st January, 2010.

The following payments have been made since the last meeting.

  1. HM Revenue and Customs £ 79.00
  2. Society of Local Council Clerks £ 32.32 Bursary

Resolved: The following account were accepted for payment:

  1. Clerk's Salary and Expenses £ 27.41
  2. Lancashire County Council £ 34.25 Pension
  3. Lancashire County Council £ 34.25 Pension
  4. Catterall Parish Council £ 34.20 Salt grit used on the footpaths
  5. Catterall Parish Council £ 25.00 Christmas Tree lights installation
  6. Society of Local Council Clerks £ 35.25
  7. Churchtown Whitsun Festival £125.00

The Grounds Maintenance Contract (Parish Lengthsman) will be paid by Standing Order on 8th March.

Donations

Churchtown and District Children's Whitsuntide Festival committee requests a donation towards this village event and invites the Chairman and guest to attend the festival.

Resolved: That the Parish Council donates £125.00 towards the Festival and a member of the Parish Council will attend the Festival.

Kirkland Memorial Hall

The trustees thank the Parish Council for their most kind donation towards the costs of grounds maintenance at the Hall.

393. PLANNING

The following planning applications have been granted;

09/00936/FULMAJ

Proposal: Variation of condition 2 on application 08/00676/FULMAJ to allow the windturbine to operate for 25 years (as opposed to 20 years).

Location: Dewlay The Traditional Cheesemakers Garstang Bypass Road Churchtown

09/00992/FUL

Proposal: Erection of a new courtyard garages, ancillary accommodation and a swimming pool (following the demolition of existing garages and ancillary accommodation)

Location: The Old Vicarage, 16 Vicarage Lane, Churchtown

Proposal: Conservation area consent for the demolition of existing garages and ancillary accommodation.

Proposal: Listed building consent to replace existing windows on front elevation with white painted hardwood

Resolved: That the Parish Council have no objections to this planning application

10/001142/FUL

Proposal: Replacement garage (re-submission 09/00828/FUL)

Location: Rose Cottage, 9, The Green, Churchtown

Resolved: That the Parish Council objects to this application and requests neighbourhood notification. The height of garage to the apex will be intrusive, window in the roof to be opaque, trees on site are preserved and not removed, sufficient access for vehicles to the proposed garage if granted?

Proposal: Outline application for agricultural workers dwelling

Location: Land adjacent to Humblescough Lane, Churchtown, Garstang

Resolved: The Parish Council has no objections to this planning application.

394. REPORTS

School Travel Plan

The report of the meeting between Kirkland and Catterall St. Helens C of E Primary School, Catterall and Kirkland Parish Councils regarding updating the school travel plan was accepted by the members. There are a number of matters to review with Lancashire County Council including investigations to reducing the speed on the A586 and to carry out speed enforcement , the speed indicator sign not working correctly and the trees are still overhanging obstructing the sight line for the car park.
