KIRKLAND PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING Held on 8th March, 2011, At 7.30pm At St. Helen’s Sunday School Present; Members of the Parish Council K. Ellin Chairman Mrs. C. Richmond, Vice Chairman Mrs. S. Gilling, Gillian Benson, Clerk to the Parish Council 457. APOLOGIES Apologies were received from Cllr. Mrs. D. Taylor and the reason accepted. 458. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations. 459. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 11th January, 2011 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 460. PUBLIC PARTICIPATION There were no members of the public present. 461. DONATION AND INVITATIONS Churchtown and District Children’s Whitsuntide Festival requests a donation towards the continuing work to producing the Festival and invites the Chairperson and guest to walk in this year’s festival to be held on Saturday 28th May at 1pm. Resolved: That the Chairman and his wife will attend and to send a donation of £150.00. Catterall Gala Committee invites the Parish Chairman and guest to walk in the procession and take refreshment afterwards the Gala is to be held on Saturday 4th June, 2011. Resolved: That the Parish Council is represented at Catterall Gala. 462. BULBS ON THE MOSAIC Councillors considered the planting of Spring bulbs on the Mosaic to brighten the area during the darker days of Winter. Talks with The Churchtown Society have revealed that there are some bulbs there, but they would be pleased to see these added to. Discussions on the type and size of the Spring bulbs took place; Councillors also considered planting the grass verge on the A586 with daffodils. Resolved: To plant Spring bulbs on the Mosaic and the grass verge of the A586. Specific types and quantities will be formalised at the September meeting. 463. GROUNDS MAINTENANCE CONTRACT The Maintenance Contract with Catterall Parish Council was reviewed for 2011 – 2012 and the costs discussed. The Parish Lengthsman will revert to the original contract of 7 hours per week until such time that Lancashire County Council confirms their amenity grass cutting payments. Resolved: That the Grounds Maintenance Contract is accepted with the Parish Lengthsman working 7 hours per week. 464. KIRKLAND MEMORIAL HALL Councillors considered the reply from Kirkland Memorial Hall with regard to bookings for local residents. Resolved: To ask that contact details are publicised and bookings are published to show free dates to help residents. 465. PARTNERSHIP MEETING Kirkland Parish Council is part of a partnership with Catterall and Pilling Parish Councils. It is some time since a joint meeting has been held. Will Councillors please raise matters for the Agenda that concern all the members as far as possible to be discussed at this meeting? Resolved: That Councillors will inform the clerk of matters for the Agenda. 466. FINANCE Responsible Financial Officer’s Internal Scrutiny Report The Councillors scrutinised the following accounts - Cash book and bank reconciliation to 31st January, 2011, and Internal scrutiny checks. PLANNING The following planning applications have been granted; 10/00851/FUL Proposal: Outline application for an agricultural workers dwelling (re-submission of 10/00277/OUT) Location: Land at Kirkwood Lodge Farm, Humblescough Lane, Churchtown 10/00919/FUL Proposal: Proposed detached workshop and storage building to side of existing building Location: Kirkland Works, Tarnacre Lane, St. Michaels on Wyre Planning Applications No planning applications were received. 468. REPORTS FROM COUNCILLORS Report from the representative on PACT Meeting There were no reported crimes or anti-social behaviour incidents in January or February. 469. QUESTIONS RAISED BY COUNCILLORS The date of the next meeting falls on Tuesday 10th May, 2011. However, due to Parish Council and Wyre Borough Council Elections on 5th May, the date of the May meeting will be Monday 16th May.
There being no other business the Chairman closed the meeting at 9.00pm.
