KIRKLAND PARISH COUNCIL MINUTES OF THE ANNUAL PARISH COUNCIL MEETING HELD On 16th May, 2007, following the Annual Parish Meeting at St. Helen’s Sunday School Present; J. Meadows. Chairman, J. Parkinson, A. Sykes, C. Towers Gillian Benson, Clerk to the Parish Council Following the election on 3rd May the Councillors signed their Declarations of Office 183. ELECTION OF CHAIRMAN Resolved; Cllr. J. Meadows was elected to serve as Chairman of Kirkland Parish Council for one year. Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office. 184. ELECTION OF VICE-CHAIRMAN Resolved; Cllr. A. Sykes was elected to serve as Vice-Chairman of Kirkland Parish Council for one year. 185. APOLOGIES No apologies were given at this meeting. 186. DECLARATIONS OF INTERESTS No declarations were made at this meeting. 187. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 14th March, 2007 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 188. POLICE REPORT There was no Police presence. 189. PUBLIC PARTICIPATION There were no members of the public present at this meeting. 190. DATES OF PARISH COUNCIL MEETINGS IN 2007 – 2008 Resolved; The Parish Council will meet on the following dates through the year 2007 – 2008 at St. Helen’s Sunday School, Churchtown at 7.30pm unless otherwise notified. 17th July, 4th September, 20th November, 2007 15th January and 18th March, 2008. 191. CO-OPTION OF MEMBER The Parish Council has a vacancy and must co-opt before 22nd June, 2007. 192. ELECTION OF MEMBERS TO COMMITTEES The following members were elected to serve. Wyre Area Road Safety Committee Councillor J. Meadows Wyre Area LAPTC Councillor C. Towers Representative on the Memorial Hall Committee Councillor J. Parkinson School House Trust Councillor A. Sykes, to inform the Trust PACT Representative The Clerk Churchtown Civic Society Councillor A. Sykes Responsible Financial Officer Parish Clerk, Gillian Benson 193. ADOPTING THE NEW CODE OF CONDUCT The new Code of Conduct came into force on 3rd May and was discussed. The Model Code of Conduct for Parish and Town Councils has removed clauses not relevant and included clause 12 (2). Resolved; That Kirkland Parish Council adopts the new Code of Conduct for Parish and Town Councils including clause 12(2) and notes that the Parish Council’s standing orders do allow for public participation. Resolved; To inform Wyre Borough Council Monitoring Officer and advertise in the Courier. Resolved; Councillors completed the new Register of Interest Forms. 194. PLANTED AREA OUTSIDE SCHOOL HOUSE AND REMOVAL OF TIMBER FROM FALLEN TREE Resolved; To inform Lancashire County Council that the Parish Council will take on responsibility for the planted area outside the School House if the owner is in agreement. Lancashire County Council is enquiring about a resident removing the fallen tree braches from the Avenue. Lancashire County Council had asked if the Parish Lengthsman could tidy the site, but he was off on sick leave, so when a resident volunteered to clear away the mess it made sense to allow him to. It should also be noted that the tree trunk is still on the grass verge six months after it came down across the road. Resolved; To inform Lancashire County Council that the Parish Council considered the site needed clearing and being without the Parish Lengthsman it made sense to allow the resident to do this. 195. AUDIT 2006 – 2007 Resolved; Councillors accepted the following statements; Year End Accounts Statement of Accounts Annual Governance Statement– All signed by the Chairman 196. PARISH NEWSLETTER Resolved; The Chairman’s report, end of year accounts and precept budget will be included other articles of interest were gratefully received. 197. FINANCE Finance update Resolved; The Councillors accepted the following reports; Financial reports to Year End, 31st March 2007. Financial reports to 30th April, 2007. (Notes to accounts, bank reconciliation and internal scrutiny). Insurance instructions have been received will be scrutinised by the Chairman. Payments received Wyre Borough Council £5,980.00 (Precept £5,500 and Clerk’s Salary Grant £480) Wyre Borough Council £ 100.00 (Grant for Clerks Conference) Resolved; Councillors agreed to reimburse Pilling and Catterall Parish Councils for the Clerk’s conference with the appropriate percentage. Resolved; Councillors accepted the following payments; LAPTC Subscriptions £ 60.95 Clerk’s Expenses £ 31.28 Churchtown and District Whitsun Festival £ 75.00 Allianz Cornhill Insurance £348.47 198. PLANNING The following planning application has been granted; 07/00156/FUL Proposal; Single storey rear extension Location; 18, The Green, Churchtown 07/00249/FUL Proposal; Changing flat roof on existing porch to tiled pitched roof Location; 1, St. Helens Close, Churchtown 199. REPORTS These were accepted at the Annual Parish Meeting. There being no other business the meeting finished at 9.30 pm.
