KIRKLAND PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING MINUTES OF THE MEETING HELD On 13th May, 2008, at St. Helen’s Sunday School Present; A. Sykes, Chairman J. Archer, J. Parkinson, D. Taylor, C. Towers, Gillian Benson, Clerk to the Parish Council Two members of the public 259. ELECTION OF CHAIRMAN Resolved; Cllr. A. Sykes was elected to serve as Chairman of Kirkland Parish Council for one year. Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office. 260. ELECTION OF VICE CHAIRMAN Resolved; Cllr. C. Towers was elected to serve as Vice-Chairman of Kirkland Parish Council for one year. 261. APOLOGIES No apologies were given for this meeting. 262. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. Cllr. J. Parkinson declared a prejudicial interest in planning application number 08/00468/FUL Cllr. J. Archer declared a personal interest in planning applications numbers 08/00387/FUL and 08/00453/FUL as a neighbour. 263. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 18th March, 2008 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 264. PUBLIC PARTICIPATION The members of the public present did not raise any issues. 265. DATES FOR THE PARISH COUNCIL MEETINGS FOR THE COMING YEAR Resolved; The Parish Council will meet on the following dates through the year 2008 – 2009 at St. Helen’s Sunday School, Churchtown at 7.30pm unless otherwise notified. 8th July, 2008 9th September 11th November 13th January, 2009 10th March 12th May 266. PARISH AND TOWN CHARTER Councillors discussed on the Wyre Borough Council Parish Charter. Resolved: To confirm with Wyre Borough Council that Kirkland Parish Council accepts the Charter. 268. LALC INFORMATION Note change of name from 1st April, 2008 Courses available For new Councillors and re-fresher courses for longer serving members; 5th July and 19th July. BT PAYPHONE PROVISION BT is planning to remove the telephone box at Shelly Row, Old Lancaster Road, Catterall Consultation ends on 4th June and Councillors are asked to agree or object to the removal. Objections must be accompanied by a justification as BT has the right to challenge any unreasonable objections. Resolved: That the Parish Council objects to the removal of the telephone box, due to the location at the side of the busy A6 trunk road, which takes excess traffic when the M6 is closed or stopped. Councillors know of residents on the A6 being approached by drivers needed to use their home phone. Nearest phone to Kirkland Memorial Hall and not everyone carries a mobile and the service is not always reliable in this area. 270. ANNUAL ALLOCATION OF HIGHWAYS FUNDING 2008/9 Lancashire County Council invites bids for allocation of the following budgets Standard Allocation Budget £18,600 Areas of work within the highway environment which would add value, but normally have insufficient priority to be included. Additional Highway Maintenance Budget £24,017 For repairs or other maintenance treatments to carriageways and footways. The budgets can not be spent on Winter Maintenance – gritting. Resolved: To request red strips at the junction of the Village and the A586 (resubmission of last year’s grant) Reinstatement of the cutting over Churchtown Bridge. Repair the footway on the South side of The Avenue 271. QUALITY PARISH COUNCIL STATUS Councillors discussed becoming a Quality Parish Council. As 80% of Kirkland Parish Council was elected at the time of the last elections this criteria has been met. The only other matter is the production of at least four Newsletters in one year. Resolved: Kirkland Parish Council will look to become a Quality Parish Council. 272. COMMUNITY ENGAGEMENT IN WYRE Wyre Strategic Partnership invites Councillors to a conference being held jointly be Wyre Strategic Partnership and the North Lancashire Primary Care Trust around the theme of Community Engagement. Thursday 22nd May between 9,00am and 2.00 pm, including lunch, at the Civic Centre, Poulton. Resolved: Councillors had received the invitations by post and would be attending if possible. 273. INVITATION TO CATTERALL GALA A Councillor is invited to attend Catterall Gala on Saturday 31st May from 1.00pm for the crowning of the queen followed by refreshments. Resolved: The Chairman will attend Catterall Gala. 274. FINANCE Internal Scrutiny Report Resolved: Councillors considered and accepted the following accounts. Cash Book and Balance to 31st March, 2008, Bank Reconciliation and Internal scrutiny checks. Risk assessment for the coming year. This signs off the accounts for the year end and they will be passed to the internal auditor. Resolved: The Chairman and Responsible Financial Officer signed the End of Year Accounts. Audit 2007 – 2008 Resolved: Councillors accepted the following; Section 1 - Statement of Accounts Section 2 – Annual Governance Statement Financial statement for 31st March, 2008 Resolved: The Chairman and Responsible Financial Officer signed the Audit forms. Payments received; Wyre Borough Council £5,878.87 Precept £5,500.00 Clerks salary grant £ 482.00 Less Election expenses £ 103.13 HM Revenue and Customs £ 150.00 Resolved: The following payments were accepted. Churchtown and District Whitsun Festival £100.00 Clerk’s Expenses £ 35.44 Lancashire County Council £ 31.96 Pension - April Lancashire County Council £ 31.96 Pension - May Lancashire Association of Local Councils £ 60.68 Allianz Insurance £363.20 Garstang and District Partnership £ 60.16 Skipton and East Lancashire Rail Action Partnership The proposal is that the Parish Council should join over 110 Councils from across the North of England, 3 Unitary Authorities, 8 District, 15 Town and 86 Parish Councils in supporting our campaign to re-open the Colne to Skipton railway. Resolved: That the Parish Council supports the work of SELRAP. 275. PLANNING The following planning application has been granted; 08/00092/FUL Proposal: Installation of 60m anemometry mast Location: Dewlay, The Traditional Cheesemakers, Garstang By-Pass Road, Garstang The following planning applications have been submitted; 08/00387/FUL Proposal: Roof lift to create 1st floor accommodation, two storey rear extension and alterations to elevations Location: Ludford Garstang By-Pass Road, Churchtown Resolved: The Parish Council supports this application and requests neighbourhood notification. 08/00453/FUL Proposal: Conversion of redundant agricultural barn to form two dwellings (amendments to app. 03/01169) Location: Butlers Arms Farm, Garstang By-Pass Road, Churchtown Resolved: The Parish Council supports this application and requests neighbourhood notification. 08/00468/FUL Proposal: Detached double garage and store with additional storage in roof area Location: Cross House Farm, Garstang By-Pass Road, Garstang Cllr. J. Parkinson was not present for the decision. Resolved: The Parish Council supports this application and requests neighbourhood notification. 276. REPORTS PACT Meeting Cllr. J. Archer reported that diesel had been siphoned out of a vehicle tank in March. Clinical waste dumped in Old Lancaster Road and a biting dog were reported in April. The meeting was adjourned To receive a report from the Churchtown Society. Mrs. J. Thompson reported that the Society would be planting up the floral displays in the Village and organising the Garden Competition. The meeting was resumed. 277. QUESTIONS RAISED BY MEMBERS Fence on The Avenue The Parish Council had written to the tenant of the land bordering the Avenue asking for the removal of the barbed wire on safety concerns. The tenant has reported to a Councillor that the fence will not be looked at until after the new pipeline has been completed. It was later discovered that the pipeline will not affect the fence. During a site meeting at Kirkland and Catterall St. Helen's Primary School Lancashire County Council noticed the barbed wire fence and identified it as dangerous. Footway on the A6 Councillors were concerned at the lack of an acceptable standard for the grass cutting on the A6. The work done on Cracken Crop showed no sign of cutting within three days. Does the A6 footway and kerb ever get sprayed for weeds?
