KIRKLAND PARISH COUNCIL MINUTES OF THE ANNUAL PARISH COUNCIL MEETING HELDOn 12th May, 2009, following the Annual Parish Meeting at St. Helen’s Sunday School Present; A. Sykes, Chairman J. Parkinson, D. Taylor, Gillian Benson, Clerk to the Parish Council 333. ELECTION OF CHAIRMAN Resolved; Cllr. C. Towers was elected to serve as Chairman of Kirkland Parish Council for one year. Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office. 334. ELECTION OF VICE CHAIRMAN Resolved; Cllr. K. Ellin was elected to serve as Vice-Chairman of Kirkland Parish Council for one year. 335. APOLOGIES Apologies were given for this meeting from Cllr. D. Taylor and the reason accepted. 336. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. 336. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 12th March, 2009 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 337. PUBLIC PARTICIPATION The public did not raise any issues at this meeting. 338. DATES OF THE PARISH COUNCIL MEETINGS FOR THE COMING YEAR The Parish Council will meet on the following dates through the year 2009 – 2010 at St. Helen’s Sunday School, Churchtown at 7.30pm unless otherwise notified. 14th July, 2009 8th September 10th November 12th January, 2010 9th March 11th May 339. APPOINTMENT OF OFFICERS Resolved: That the members are elected to serve on the following committees: Representative on the Memorial Hall Committee Cllr. Mrs. J. Parkinson Wyre Area Road Safety Committee Cllr. K. Ellin Wyre Area Lancashire Association of Local Councils Cllr. Mrs. C. Towers PACT Representative The Clerk Responsible Financial Officer The Clerk is the Responsible Financial Officer Cheque Signatures Cllr. Mrs. C. Towers and Cllr. J. Parkinson Internal Auditor Gurth Wilson 340. HOUSING SURVEY FOR THE PARISH Councillors considered the housing survey questionnaire from Nick Stevenson, but were unable to support its value at this time. However, it will be borne in mind and returned to later for re-examination. There is also an invitation to workshops examining the case for rural housing enablers in the North West to be held in Cumbria and Cheshire. Resolved: To contact Mr. Stevenson thanking him for his work but that the Parish Council are not prepared to carry out the survey at this time. 341. INFORMATION FROM LANCASHIRE ASSOCIATION OF LOCAL COUNCILS There are a number of training courses being held: The Power of Wellbeing – Workshop – 3rd June Quality Parish Council Scheme – Workshop – 18th June Planning Workshop – 25th June Freedom of Information and Data Protection – Workshop – 1st July Power of Well Being – Workshop – 9th July New Councillors and Clerks – Training Course – 4th and 25th July Information on the Employment Act 2008 Car Allowances 2009 – 2010 Calor Village of the Year Resolved: The Councillors are unable to attend the workshops. 342. FINANCE Internal Scrutiny Report Resolved: Councillors considered and accepted the following accounts. Cash Book and Balance to 31st March, 2009, Bank Reconciliation and Internal scrutiny checks. Risk assessment for the coming year. This signs off the accounts for the year end, which have been scrutinised by the internal auditor. Resolved: The End of Year Accounts were accepted and signed by the Chairman and Responsible Financial Officer. Payments received this month 1. Wyre Borough Council £6,892.00 Made up of: Precept £6,400 Rural Parish Grant £492 Resolved; Councillors accepted the following payments; Lancashire County Council £ 35.04 Pensions, April Clerk’s Salary and Expenses £125.44 Lancashire County Council £ 33.91 Pension, May Lancashire County Council £ 33.91 Pension, June Catterall Parish Council £ 25.00 Electrics for the Christmas Tree World of Hedges £ 12.25 For Owd Wills Lancashire Association of Local Councils Subscription £ 61.23 Allianz Insurance £490.12 Catterall Parish Council £580.00 Churchtown Whitsuntide Festival The Committee wishes to thank the Parish Council for their donation. Audit 2008 – 2009 Section 1 - Statement of Accounts Section 2 – Annual Governance Statement Resolved: That the statement of accounts and annual governance were accepted by the members and signed by the Chairman and the responsible financial officer. Internal Audit Contract The accounts need an internal auditor to sign off the Annual Report and it is necessary that the Parish Council sets the areas of this work. The Councillors accepted the new Internal Audit Contract. Clerk’s Salary As the new financial year begins in April; Councillors resolved the increase in the Clerk’s salary by one point, in line with the Contract of Employment? Resolved: To increase the Clerk’s salary by one point in line with the Contract of Employment. Insurance 2009 – 2010 Councillors reviewed and accepted the insurance schedule for the coming year. Grounds Maintenance Contract Catterall Parish Council’s tender for the year 2009 – 2010 for the Ground Maintenance Contract was considered and accepted by the Councillors. This will result in a payment of £580 by-monthly. Resolved: To accept the Contract with Catterall Parish Council and pay by-monthly. 343. PLANNING The following planning application has been granted; 09/00120/FUL Proposal: Alteration to application 07/00893/FUL, proposed extension to new building to provide blue cheese facility Location: Dewlay, The Traditional Cheesemakers, Garstang By-Pass Road, Kirkland 09/00169/FUL Proposal: Erection of detached garage Location: Holms View, The Avenue, Churchtown The following planning appeal has been granted: 09/2092990 Proposal: Erection of one wind turbine, foundation, access track and ancillary equipment Location: Dewlay The Traditional Cheesemakers, A6 By Pass Road, Garstang Planning Applications 09/00304/FUL Proposal: Amendments to previously approved garage (re-submission 08/00608/FUL) Location: Nuncroft House, 14, Church Street, Churchtown Resolved: The Parish Council has no objections to this application and requests neighbourhood notification. 344. REPORTS Most of the reports were given at the Annual Parish Meeting. Report from the representative on PACT Meeting There was one crime in March number plates were stolen from a vehicle parked on a drive on The Avenue. Last year - none. The plates were found, one on Old Lancaster Road, reported to the Police, and the other on Tan Yard Lane, by the Parish Lengthsman. There were no crimes in April in the Parish.
There being no other business the Chairman closed the meeting at 9.45pm.
