MINUTES OF THE MEETING HELD

Annual Parish Council Meeting

395. ELECTION OF CHAIRMAN

Resolved; Cllr. K. Ellin was elected to serve as Chairman of Kirkland Parish Council for one year.

Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office.

396. ELECTION OF VICE-CHAIRMAN

Resolved; Cllr. C. Richmond was elected to serve as Vice-Chairman of Kirkland Parish Council for one year.

397. APOLOGIES

No apologies were given for this meeting by members. Mrs J. Thompson gave apologies.

398. DECLARATIONS OF INTERESTS

Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting.

There were no declarations.

399. MINUTES OF THE PREVIOUS MEETING

Resolved; The minutes of the meetings held on 9th March, 2010 having been previously circulated, were accepted as a true and correct record and signed by the Chairman.

400. PUBLIC PARTICIPATION

There were no members of the public present.

401. MEETING DATES FOR THE NEXT FINANCIAL YEAR

Kirkland Parish Council will meet at 7.30pm in the Sunday School of St. Helen’s Church on the following dates:

13th July, 2010 14th September, 2010 9th November, 2010

11th January, 2011 8th March, 2011 10th May, 2011

Resolved: That the Parish Council members accepted the dates for the next year.

403. PARISH LENGTHSMAN CONTRACT

Catterall Parish Council presented the revised Grounds Maintenance Contract, which sees the Parish Lengthsman clean the Parish. Councillors considered the contract and accepted the terms for the following year.

Resolved: That the Parish Council accepts the Grounds Maintenance Contract at £619.00paid at two monthly instalments.

404. KIRKLAND MEMORIAL HALL - PLAY AREA

Letters of support have been received from Smash and Kirkland and Catterall St. Helens C of E Primary School. However, Wyre Borough Council has now informed the Parish Council that it is unable to provide ongoing replacement of equipment at their expense and this would fall on the Parish Council.

Resolved: the Parish Council has spoken to Mark Billington to ask Wyre Borough Council to reconsider their decision.

405. CHRISTMAS TREE

Cllr. Mrs. D. Taylor has selected an appropriate location in front of the Horns Inn and spoken to the landlord, this was supported by letter, to which there has been no answer. A contractor has submitted a quote for the work and Councillors considered the quote, location and progress. There are two quotes one that the electric supply is taken from the pub’s sign and the other from the mains, this one involves a supply from United Utilities at additional cost.

Resolved: That the Parish Council ensures the landlord is aware of the Parish Councils intentions before any actions can be taken.

406. STANDARDS COMMITTEE – WYRE BOROUGH COUNCIL

Wyre Borough Council is offering a regular newsletter for Councillors and meetings to update Clerks and Councillors on recent changes that affect them. Councillors considered this information important and the newsletter and meetings would be of value to them.

Resolved: To request the newsletter and support the meetings.

407. FINANCE

Internal Scrutiny Report

Resolved: Councillors considered and accepted the following accounts.

Cash Book and Balance to 31st March, 2010, Budget comparisons, Bank Reconciliation, Internal scrutiny checks and the financial statement. Councillors scrutinised the accounts, previously circulated, and accepted.

The following payments have been received since the last meeting:

Resolved: The following account were accepted for payment:

Insurance

The renewal schedule for the Parish Council’s insurance has been received together with other quotes. Councillors reviewed the cover offered and chose Aviva.

Resolved: That the Parish Council accepts the quote from Aviva and signs up for the three year deal as it offers best value.

Councillors are asked to consider the following in line with the audit submission:

Resolved: That the statements and accounts are accepted by the members and signed by the chairman and the Responsible Financial Officer.

Clerks Salary

Councillors resolved to accept the Clerk’s increment in salary in line with the Contract of Employment.

408. PLANNING

The following planning applications have been granted;

Proposal: Listed building consent for erection of new courtyard garages, ancillary accommodation and a swimming pool (following the demolition of existing garages and ancillary accommodation)

Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification.

The following planning applications were commented upon:

Proposal: Outline application for agricultural workers dwelling (resubmission of 10/00164/OUT)

Location: Land adjacent to Humblescough Lane, Churchtown

Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification.

409. REPORTS FROM COUNCILLORS

The Clerk reported receipt of further supporting letters for the re-assessment of the speed limit on the A586, the Avenue, past Kirkland and Catterall St. Helens C of E Primary School. These will be forwarded to Lancashire County Council for consideration.
