KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 21st November, 2006, at 7.30 pm. at St. Helen’s Sunday School Present; C. Towers, Chairman, J. Meadows, J. Parkinson, A. Sykes Gillian Benson, Clerk to the Parish Council Community Support Officer One member of the public 145. APOLOGIES Apologies were received from Cllr J. Beattie and the reason accepted. 146. DECLARATIONS OF INTERESTS There were no declaration of interests. 147. MINUTES OF THE PREVIOUS MEETING The minutes of the meetings held on 18th September, 2006 and 9th October having been previously circulated, were accepted as a true and correct record and signed by the Chairman. The meeting was adjourned. 148. POLICE REPORT The Community Police Support Officer gave a verbal report that since 7th September there had been no crimes in Kirkland Parish. The Councillors went on to discuss the smiley SID sign, the locations for which in Kirkland had been rejected by the Police. The Officer offered a renovated Panda car fitted with a speed camera to regulate the traffic. Three locations were suggested on the A586. Motorist caught exceeding the speed limit are sent a warning letter. The Officer will pursue this. 149. PUBLIC PARTICIPATION The member of the public had nothing to raise at this meeting. The meeting was resumed. 150. REPRESENTATIVE ON LANCASHIRE LOCAL Wyre Area LAPTC asked Councillors to vote on a Parish representative to sit on the Lancashire Locals with voting rights, providing the constitution is amended. Candidates are; Resolved; That Cllr. G. Wilson was nominated. 151. WYRE WAY STONE Although the Parish Lengthsman repaired the Wyre Way Stone which stands at the entrance to Church Square, it has again been damaged, this time beyond repair and a replacement is now necessary. Councillors considered applying to Green Partnerships Awards for a grant to meet some of the costs. Resolved; The Clerk to source a price for the replacement and if the Award will cover this to apply. 152. KIRKLAND WEB SITE Kirkland Parish Council’s web site is now online and available at www.kirklandparish.org.uk; it was considered worthwhile to approach Village Organisations to add a page/link. The cost of training was free, but going online is £60.00 for hosting and £16.35 for the domain name. Resolved; To pay the Northern Rural Training Resolved; To approach Village Organisations for additional pages/information. 153. WYRE STRATEGIC PARTNERSHIP A representative is invited to attend ‘A Vision for Wyre’ on either 5th December 9.30 – 4.00 at Marine Hall, Fleetwood or 12th December 9.30 – 4.00 at Garstang Golf Club. Resolved; No one able to attend. 154. SMILEY SID The Police have reviewed the list of locations suggested by Kirkland Parish Council and turned them down Resolved; That as no other sites in the Parish were suitable and considering the offer of alternative assistance from the Police, Kirkland Parish Council would need to pull out of the scheme as it can offer no benefit to residents. Resolved; To inform the Partnership members. 155. CLERK’S PENSION In the absence of a finance committee the Clerk asked the Councillors to consider an employees pension. Lancashire County Council is willing to take the Parish Council into their scheme. The cost to the Parish Council would be 15% and the cost to the Clerk 6% of the gross salary. This has been included in the budget. Resolved; That Kirkland Parish Council becomes part of the Lancashire County Council pension scheme. 156. DONATION TO THE ROYAL BRITISH LEGION Councillors were asked to consider a donation to the Royal British Legion. Resolved; To donate £40.00 to the Royal British Legion. 157. CHRISTMAS TREE Working together St. Helen’s Parochial Church Council and Kirkland Parish Council will be providing an illuminated Christmas tree in Church Square. The switch-on will be Sunday 3rd December preceded by a torchlight procession from Catterall, this being Advent Sunday. A collection will be taken on the night and half will be donated to a charity named by the Councillors. Resolved; That the donation is sent to Bowgreave Rise Residential Home. 158. FINANCE Finance update The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 30th October, 2006, having been previously circulated, were resolved to be accepted by the Council. Resolved; Councillors accepted the following transactions; Payments approved this month; Jones (Christmas Lights) £200.00 Royal British Legion £ 40.00 Northern Rural Training £ 89.71 Precept 2007 – 2008 Wyre Borough Council informs the Parish Council that the precept figure is due by 19th January, 2007. Draft budget circulated for resolution next meeting. 159. PLANNING The following planning application has been granted; 06/00960/FUL 160. REPORTS Report from Kirkland and Catterall St. Helen's Primary School Cllr. J. Meadows reported that the Head Teacher, Mrs. Poole has been invited to a lunch by the Chief Inspector of Ofsted, as the school is in the top 8% in the country. Report of the representative on the Memorial Hall Committee The AGM was held on 31st October and the committee was re-elected, unfortunately the cleaner and bookings secretary are leaving. The building has been inspected by the fire representative who found the IT Suite screen to be unsafe and needs replacing. New lighting has been installed in the little room and there is to be a fundraising ‘Lancashire Night’ in January. Report of the representative on the School Charity Trust The next meeting will be 28th November, 2006. Report from Wyre Strategic Partnership The Councillors viewed the School Safety Report. The meeting was adjourned to receive the following report Report from the Churchtown Society A verbal report was given by Mrs. Thompson which included the ‘Carols by the Brazier’ event. The next meeting will by 6th March, 2007.
