KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 20th November, at 7.30 pm. at St. Helen’s Sunday School Present; A. Sykes, Vice-Chairman J. Archer, J. Parkinson, C. Towers Gillian Benson, Clerk to the Parish Council 219. APOLOGIES No apologies were given by members at this meeting. The members of the Churchtown Society were attending a prior event. 220. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in any matter to be discussed at this meeting. 221. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 4th September, 2007 having been previously circulated, were accepted as a true and correct record and signed by the Vice-Chairman. 222. PUBLIC PARTICIPATION There were no members of the public present. 223. RESIGNATION OF THE CHAIRMAN Due to ill health the Chairman has tendered his resignation with immediate effect and this creates a casual vacancy on the Parish Council. Cllr. Meadows has served on the Parish Council for many years and has been appreciated for his tireless dedication he will be greatly missed. Election of Chairman Resolved; Cllr. A. Sykes was elected to serve as Chairman of Kirkland Parish Council until the end of the council year. Under the Local Government Act 1972 (83(4)) the Chairman signed the Declaration of Office. Election of Vice-Chairman Resolved; Cllr. C. Towers was elected to serve as Vice-Chairman of Kirkland Parish Council until the end of the council year. Election of Road Safety Representative Resolved: Cllr. A. Sykes was elected as representative on the Wyre Area Road Safety Committee. 224. VACANCY FOR THE OFFICE OF PARISH COUNCILLOR Following the resignation by the Cllr. J. Meadows public notice has been given for those wishing to become a Parish Councillor. No request for an election was received by Wyre Borough Council by the due date that being 7th November therefore the Parish Council will need to fill the vacancy by co-option. 225. SCHOOL HOUSE LAND The Parish Lengthsman has reported that the shrubbery has been trimmed to an acceptable level. It has been reported that the Churchtown Society will take responsibility for the maintenance of the site. Resolved: To thank the Society for their assistance. Resolved: That the Parish Council apply to Lancashire County Council for the roadside licence. 226. LANCASHIRE POLICE AUTHORITY COMMUNITY MEETINGS The Police Authority is reviewing how they use various meeting formats with the public. The Councillors felt that now the Police visit the Parish Council meeting they have the best way of liaising with the Police. Resolved: To reply that the Parish Councillors do not attend the PAC meetings but are attending PACT meetings held locally and would ask for a visit from the local Community Beat Manager should incidents warrant it. 227. STATE OF THE ROADSIDE VERGES The photographs supplied to the Parish Council at the last meeting were sent to Lancashire County Council for action. But according to Lancashire County Council they are not responsible for highway maintenance and Wyre Borough Council should be approached. Resolved: Further photographs will be sent to Wyre Borough Council for action. 228. FINANCE Payments received; Catterall Parish Council £54.00 Pilling Parish Council £54.00 (Membership of the Society of Local Council Clerks) Payments to be accepted; Clerk’s Expenses £11.06 Catterall Parish Council £22.00 (EDCL Training Course) Catterall Parish Council £2,802.00 (Parish Maintenance Contract to date) Northern Rural Training £70.50 Web site registration St Helen’s Parochial Church Council thanks the Parish Council for their donation. It was noted that a further cheque will be needed before the next meeting to pay for the pole to mount the dog bin on in Old Will’s This should arrive on Tuesday 26th November Finance Report Councillors discussed the following items on the Agenda Internal scrutiny Resolved: The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 30th September, 2007, having been previously circulated, were accepted by the Council. Review of risk assessment Resolved: The Risk Assessment was accepted Provisional Budget Resolved: The proposed budget was accepted as half way through the year however, at the meeting in January a further updated budget will be presented Reserve Account Resolved: To open a reserve account with 50% of the end of year balance to build up funds for projects in the Parish. Chairman’s Allowance Resolved: Under the Local Government Act 1972 section 15(5) the Parish Council agreed to make a Chairman’s allowance of £100.00 per year to be used at her discretion. Parish Maintenance Contract Resolved: To accept the proposal from Catterall Parish Council as to the maintenance contract for the Parish Lengthsman and pay the outstanding invoice. Clerk’s Hours of Work Resolved: That the Clerk will be contracted for three hours per week with an annual review. Precept and Grant Notification 2008 – 2009 Wyre Borough Council is requesting the precept notification by 18th January, 2008 the cost of Parish Council elections held on 3rd May, 2007 was £103.13 and this will be retained prior to the Parish Council receiving the precept in April. Clerk’s Manual Resolved: That updates to the Clerk’s Manual at a cost of £17.00 will be ordered. Clerk’s Salary Notification from NALC as to the Clerk’s salary increase. Kirkland Parish Council stated that they wished to accept NALC recommendations when the Clerk was employed. 229. PLANNING The following planning applications were granted: 07/00893/FUL Proposal: New building to provide blue cheese facility Location: Dewlay Cheesemakers, Garstang By Pass Road, Kirkland 07/00915/FUL Proposal: Rear conservatory Location: 13, Ainspool Lane, Churchtown 07/00919/FUL Proposal: Installation of velux window to front elevation Location: Longworth Barn, Longmoor Lane, Nateby 07/00972/FUL Proposal: Change of use from taxi office to beauty therapy salon including side extension Location: Ryburn, Tarnacre Lane, St. Michaels 230. REPORTS Report from the representative on Kirkland and Catterall St. Helen's Primary School It was reported that Mrs. Poole, headteacher, is off work through illness, Mrs Price is filling-in in the meantime. The School Governors are busy fundraising and a successful funding bid has been secured for the new field. Report from the representative on Kirkland Memorial Hall The AGM was held last night. The Committee has engaged a new cleaner, who wants stricter rules on lettings. A new bookings secretary is to start from 1st January, 2008. There have been a number of problems with the removal of the ‘No Dogs’ signs at the entrance to the field. The fence along the river bank has been renewed and the broadband connection has ceased. Report from the representative on School Charity Trust The last meeting concentrated on an investment portfolio to ensure a better return and maintain the value of the investment. PACT Meeting The Pact meeting held on 1st October reported that a person had ridden on the footpath outside the Punchbowl Inn and a drunken person was begging in the street, he was subsequently returned home. Report from the representative on Wyre Area LAPTC Report included election of Officers, information on Smiley SID’s in the Wyre area and Lancashire Locals. Resolved: The report was accepted.
