KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 9th November, 2010, At 7.30pm At St. Helen’s Sunday School Present; Members of the Parish Council K. Ellin Chairman Mrs. C. APOLOGIES Apologies were received from Cllr. Mrs S. Gilling and the reason accepted. 434. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations. 435. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 14th September, 2010 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 436. PUBLIC PARTICIPATION The meeting was adjourned to allow those present to speak: Update on PANDA from Will Hull Kirkland and Catterall St. Helen's C of E Primary School has, in conjunction with the Live and Learn Scheme, run a competition to produce the signs to be erected on the A586 to slow down the traffic. Lancashire County Council highways have agreed in principle to the signs. There were 111 submissions and two have been selected these will be displayed on the Live and Learn bus during National Road Safety Week, 22nd to 28th November, and in the School Hall. There is to be official publicity when the signs are erected. A speed survey has been carried out on the A586 which showed 250 vehicles passed the school in 35 minutes. Most of the traffic was travelling at the higher end of the speed limit, with 50% in excess of 50MPH, the speed limit and 50% of these travelling in excess of 60MPH. These signs are the school children asking drivers to slow down. Due to the highway regulations the size of the signs are to be larger as this is the only school on a 50MPH road. It will need eight 750 x 640mm signs at a cost of £225. Report from the Churchtown Society Mr. Crook reported that the Society was distributing a letter to residents asking for volunteers to join and if these are not forthcoming the Society will cease. The original aim was to maintain the way the Village evolves but they have done less and less over the years. The Society wishes to move the Village side hedge on Owd Wills and transplant on the A586 side. It was suggested that this could be advertised in the Parish Newsletter to attract volunteers in the New Year. The meeting was resumed. 437. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The time has passed for an election and the members need to co-opt a new member as soon as possible. The vacancy is to be advertised in the School Newsletter and the Courier. 438. NOMINATION OF PLANNING AMBASSADOR In order to assist with planning policy Wyre Borough Council is recruiting a planning ambassador from each Parish Council. This will not change the way Parish Councils are consulted but in developing an ambassador the Parish Council will have a representative able to share their knowledge and learning, this will help in determining future planning applications and provide a valuable resource of direct benefit to the community. Training will take place on 30th November between 9.30 and 1.30 at the Civic Centre, Poulton. 439. FESTIVE DECORATIONS The Parish Council will need to apply for a licence for a Christmas Tree and decorations on the highway from Lancashire County Council for the tree outside the Horns Inn. Resolved: To apply for a licence from Lancashire County Council. The switch-on will be Sunday 28th November for both trees and will finish on 6th January, 2011. 440. FINANCE Responsible Financial Officer’s Internal Scrutiny Report The Councillors scrutinised the following accounts - Cash book and bank reconciliation to 30th September, 2010, and Internal scrutiny checks. Bank reconciliations to 30th September. Bank reconciliations to 31st October, 2010. Resolved: The members accepted the above information. The following payments have been received:

Direct Debits Staff Costs £200.00 Grounds Maintenance Contract £619.00 Thanks The Parochial Church Council of St. Helen’s Church thanks the Parish Council for their donation towards the upkeep of the churchyard. Precept and grant notification 2011 – 2012 Advance notification that the precept figure must be sent to Wyre Borough Council before 14th January, 2011. A draft budget was enclosed for discussion. Councillors wishing to undertake specific projects for next year will need to supply costings in order for those projects to be considered for the budget. PANDA traffic Signs The members resolved to pay for the costs of producing and erecting the PANDA signs through Lancashire Constabulary and Kirkland and Catterall St. Helen's C of E Primary School. Resolved: To inform Kirkland and Catterall St. Helen's C of E Primary School Resolved: To appeal to Catterall Parish Council for part of the cost. 441. PLANNING Planning Applications The Councillors commented on the following planning application: 10/00777/FUL Proposal: Creation of hard standing area to existing playing field Location: Kirkland and Catterall St. Helen's C of E Primary School, the Green, Churchtown Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 442. REPORTS FROM COUNCILLORS Report from the representative on PACT Meeting No crimes or anti-social behaviour incidents have been reported in Kirkland in the past two months Clerk’s Report on Winter Planning Event at Wyre Borough Council The report was accepted by the members. Clerks’ attendance at Lancashire County Council’s Parish Council Network Meeting. The report was accepted by the members.
There being no other business the Chairman closed the meeting at 9.00pm.
