KIRKLAND PARISH COUNCIL

MINUTES OF THE MEETING HELD

On 18th September, 2006, at 7.30 pm. at St. Helen’s Sunday School

133. APOLOGIES

Apologies were accepted from Cllr. A. Sykes, due to work commitments.

134. DECLARATIONS OF INTERESTS

There were no declaration of interests.

135. MINUTES OF THE PREVIOUS MEETING

The minutes of the meetings held on 10th July, 2006, having been previously circulated, were accepted as a true and correct record and signed by the Chairman. The Chairman raised changing the day of future meetings and this was resolved.

Resolved; To hold Parish Council meetings on the third Tuesday of the month on alternative months commencing with 21st November.

136. DOG BINS AT OWD WILLS

Following distribution to residents, no letters of concern or objections have been received to erect a dog bin at Owd Wills. To progress matters Wyre Borough Council have asked for a list of consultees to check. If this also provides no objections, the Parish Council can concrete a pole at Old Wills to which Wyre Borough Council would be asked to place and empty a dog bin.

Resolved; To compile the list of consultees and send to Wyre Borough Council.

137. REVIEW OF DOG CONTROL IN PITCHES AND PLAYING FIELDS ACROSS WYRE

Resolved; The Councillors filled in a questionnaire from Wyre Borough Council.

138. LANCASHIRE LOCAL WYRE

Councillors were asked to consider the information supplied from Lancashire County Council on the Lancashire Locals. There is no provision in the constitution for formally co-opted members, but the working group has recommended a Parish Council representative should be a co-opted member. It was noted that the working group is willing to return to the Lancashire Locals’ constitution through the ruling group and change it to allow voting rights for the Parish Council representative.

Resolved; The Parish Council supports the protocol stated and recommends the co-option of a Parish Council representative.

139. WASTE MANAGEMENT TASK GROUP QUESTIONNAIRE

Resolved; The Councillors filled in a questionnaire from Wyre Borough Council.

140. PARISH NEWSLETTER

Resolved; Articles to be included Dog Bin at Owd Wills, including the criteria on 40MPH roads, no dogs on the Memorial Hall, improvements at the junction of A6 and A586, approach School, Churchtown Society and Church, also ask about a Christmas Tree for the Village.

The meeting was adjourned to allow the member of the public to speak.

141. PUBLIC PARTICIPATION

The member of the public had nothing to raise at this meeting.

The meeting was resumed.

142. FINANCE

Finance update

The statement of accounts, internal scrutiny, bank reconciliation and balance sheet to 31st August 2006, having been previously circulated, were accepted by the Council.

Audit

Kirkland Parish Council has been successfully audited and no matters were raised by the external auditor.

Resolved; The Parish Council will thank the internal auditor.

Clerks Bursary

The Parish Council has been successful in securing a bursary of £168.75.

Resolved; To purchase ‘Working with Your Council’ from Society of Local Council Clerks

Subscription to Society of Local Council Clerks

This subscription is now due the cost, based on the Clerk’s Salary for the three Parish Council’s is £118.00. Catterall and Pilling Parish Council have paid their obligation of £55.46 each.

Resolved; To pay the subscription.

Council Books

Last March it was resolved to buy books to use in Parish Council work. The five books named have been purchased and Catterall and Pilling Parish Councils have paid there obligation.

VAT has been claimed for the past two years - £61.87

Planning Application

Councillors resolved to make comment on the following planning application;

Proposal; Proposed change of use to redundant farm buildings to provide B8 use (re-submission of application 05/00529/FUL)

Location; Butlers Arms Farm, Garstang By-Pass Road, Churchtown

The Parish Council objects to this application, due to access onto the A6, volume of traffic generated, vehicular conflict and residential conflict.

144. REPORTS

Report from Kirkland and Catterall St. Helen's Primary School

Cllr. J. Meadows reported that Kirkland and Catterall St. Helen's Primary School was the only school in the area to be over subscribed for this year’s admissions. Although pupils went through appeals every one was offered a place.

Report of the representative on the Memorial Hall Committee

Now that Collinson’s is not using the car park there has been a sharp decrease in revenue and the Committee is looking at organising fundraising activities which could include a Lancashire Night.

Report of the representative on the Wyre Area Road Safety Committee

With reference to the pedestrian island on the A6 at the junction with Longmoor Lane, Lancashire County Council has issued Wain Homes with 14 days notice to carry out remedial work and complete the highway improvements.

Report from Wyre Strategic Partnership

As part of the survey carried out on rural schools the need for high-visibility jackets for teachers was suggested. Garstang and District Partnership is to sponsor five vests for each rural school.

PACT Meeting

There have been two frauds committed at Watson’s Garage through credit cards and a car stolen from the Horn’s Inn.

 

There being no other business the meeting finished at 9.10 pm.
