KIRKLAND PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING Held on 13th September, 2011, at 7.30pm at Kirkland Memorial Hall
Present; Members of the Parish Council K. Ellin Chairman Mrs. S. Gilling, Mrs. D. Taylor Gillian Benson, Clerk to the Parish Council 499. APOLOGIES Apologies were received from Cllr. Mrs. C. Richmond and the reason accepted. 500. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations. 501. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 4th July, 2011 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 502. PUBLIC PARTICIPATION There were no members of the public present. 503. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The time has passed for an election and the members need to co-opt a new member as soon as possible. Nominations will be accepted at the meeting. Resolved: There were no nominations for the office of Parish Councillor. 504. PROPOSED CLOSURE ON CLAUGHTON WASTE RECYCLE CENTRE Lancashire County Council is proposing to close the tip at Claughton. Councillors considered the impact this would have on the residents. The Councillors were against the closure due to the inconvenience in travelling to tips further afield, the potential increase in fly tipping, loss of jobs and use by the Parish Lengthsman. For Lancashire County Council to consider a reduction of hours or days to remain viable. Resolved: That the Parish Council is against the closure of the Household Recycling Centre at Claughton and to contact Lancashire County Council with the concerns of the Parish. 505. ANNUAL PARISH MEETING STANDING ORDERS Resolved: That the Councillors accept the Annual Parish Meeting Standing Orders. 506. FINANCIAL REGULATIONS FOR KIRKLAND PARISH COUNCIL Resolved: That the Councillors accept the Financial Regulations for Kirkland Parish Council. 507. LANCASHIRE ASSOCIATION OF LOCAL COUNCILS Invitation to the AGM on 12th November at County Hall, Lancashire County Council is running their Parish Council conference on the same date and venue, making a full day conference. The Autumn Conference will be held at the Leyland Hotel on 29th October. Training Courses – Community Engagement with case studies on 26th October. Chairmanship Workshop on 23rd November both run 7 – 9 in the evening. Resolved: That Councillors were unable to attend these meetings. 508. STREET CLEANSING Wyre Council has taken the decision to bring street cleansing back in house and wish to know some details from Parish Councils. Do you have a Parish Lengthsman and what is undertaken and on what frequency? Are there hot spots for street cleansing issues? Are there areas that are missed regularly? Resolved; That the Parish Council does employ a Parish Lengthsman who cleans the parish but is not insured to work on the road. The road sweeper travels through the Village at a time when parking is most prevalent, therefore most of the kerbs are not cleaned and at a speed that misses debris. The Avenue is cleaned so infrequently that debris builds up and is more difficult to remove with the brush. 509. REVIEW OF POLLING DISTRICTS Wyre Council is reviewing polling districts, places and stations. Councillors discussed any problems/comments on the present system and locations. Resolved: That the Parish Council believes there is no problems with the present system or location of the polling station. 510. PLANNING PROTOCOL FOR RURAL HOUSING SCHEMES Wyre Council is consulting on the method to be used by Social Landlords, Wyre Council and Parish Councils in providing affordable housing. Cllr. S. Gilling is Kirkland’s Planning Ambassador. Councillors considered the planning protocol for rural housing schemes. Resolved: That the Parish Council accepts the planning protocol for rural housing schemes. 511. RHS BRITAIN IN BLOOM The RHS wishes the Parish Council to consider the advantages of entering local in Bloom campaigns. Councillors considered the past history of Churchtown in Bloom and considered not to enter Britain in Bloom. Resolved: That the Parish Council will not be entering Britain in Bloom. 512. FINANCE Responsible Financial Officer’s Internal Scrutiny Report Cash book and balance, internal scrutiny checks and bank reconciliation to 30th August, 2011. Bank reconciliations to 30th June and 31st July, 2011. Responsible Financial Officers Report to 30th August, 2011. Resolved: Councillors scrutinised and accepted these accounts. Councillors resolved to pay the following invoices;
Direct Debits Staff Costs £200.00 Pension £ 66.70 Grounds Maintenance Contract £627.00 Audit 2010 – 2011 Resolved: That the Parish Council accepts the external auditor’s report. Thanks Kirkland Memorial Hall thanks the Parish Council for their contribution towards the cost of grass cutting on the playing field. 513. PLANNING The following planning application has received no objections from Wyre Borough Council: 11/00487/FUL Proposal: Extend curtilage of gardens with landscaping, erection of workshop/store and greenhouse Location: The Coach House, 8 Vicarage Lane, Churchtown Lancashire County Council has granted the following planning application: 02/11/0355 Proposal: Erection of a UV disinfection control kiosk, main switchgear kiosk, electrical substation and inlet screens and storm treatment control kiosk Location: Garstang WWTW, Churchtown Planning Applications The following planning application was commented upon; 11/00567/FUL Proposal: change of use of land for the grazing of horses and erection of a single stable with tack/storage room Location: Land at Kirkwood Lodge Farm, Humblescough Lane, Kirkland Resolved: That the Parish Council has no objections to this planning application. 514. REPORTS FROM COUNCILLORS Report from the representative on PACT Meeting In June a quantity of wood was stolen from a field at the side of a house in Churchtown. In July a serious burglary took place in St. Helens Close and jewellery was stolen, CID is investigating. 515. QUESTIONS RAISED BY COUNCILLORS Drainage and field hedges Concern was raised about the potential flooding problems caused by landowners not clearing the dykes across their fields and that some of the field hedges are growing extremely high. There being no other business the Chairman closed the meeting at 8.55pm. |
