KIRKLAND PARISH COUNCIL

NEWSLETTER

Autumn 2009 Issue 12

Chairperson’s Report

Well, it’s the school summer holidays and of course the weather has turned damp! This makes entertaining and stimulating youngsters more challenging, but always good fun. I always encourage my children to write a ‘holiday list’ of the activities they want to do over the holidays. I encourage the ones that are free or cost very little. Featured on their lists are activities such as paddling in the beautiful River Wyre or Brock Bottoms, using the great cycle paths that are around Lancashire and exploring our fabulous county using public transport. The children love riding on the top deck of a double decker bus, gaining great views into people’s colourful gardens and the countryside beyond.

However, we don’t need to travel too far to find colourful gardens. The damp weather has obviously been of great benefit to our green fingered Parishioners, with Kirkland looking beautiful. Well done to everyone who cares for their glorious gardens, for Tim Hoyles our hard working lengthsman for tending to our public areas and congratulations to the winners of our garden competitions. It is heart warming to see the amount of Council sunflowers towering above garden walls and turning their faces to nod at passers by. Judging will take place next month so keep up the good work!

Using our own legs to transport us, either by walking or cycling, for short journeys or using public transport for longer ones were features of our past, having been overtaken by cars (excuse the pun)! Transport needs to revert back to more sustainable methods and you can use the information provided on the following page to help you learn more about public transport from Kirkland. Read on to ride on!

As Parish Councillors, we work towards providing local services that local residents need and want. Please could you spend a few minutes completing the short questionnaire about the needs and wants of our young people, so that we can spend your precept in the way that you want it to be spent?

Many thanks

With kind regards

Catherine Towers

Chairman

Planning Applications

Have you spotted a yellow notice displayed on a lamp post or gate? Then this is probably to tell you that the owner has applied to build on the land or add to or alter the existing building. If this may affect you or you wish to know the details of what is proposed then call in at the Residents Surgeries held in the Catterall Village Hall on Monday mornings or Wednesday afternoons. The Parish Council holds all current planning applications and previous decisions can be supplied upon request.

Keep your dog on a lead

As residents of Kirkland we are privileged to live in a Parish that includes much farm land and that this land supports sheep and cattle. The Councillors would like to remind residents that when walking through this land dogs must be kept on a lead. There have been a number of reports of dogs worrying sheep and this reflects badly on the many responsible dog owners.

If you would like to include any notices for your organisation in the Parish Newsletter please could you inform the clerk by November 1st for the Winter edition?

' Wyre residents urged to take care on the phone

Wyre residents are asked to be mindful of bogus telephone callers claiming to be council officers. Two incidents have recently been reported in Fleetwood and Knott End where a caller posed as someone from Wyre Borough Council and tried to find out when the resident would be at home.

Kirkland Parish Council

There are three tiers of local government with areas of responsibility in Kirkland –
Lancashire County Council,
Wyre Borough Council and
Kirkland Parish Council.

Five local residents serve as Councillors on Kirkland Parish Council. They are all volunteers and receive no pay for the work they do on behalf of the Parish. Besides attending the bi-monthly meetings and those of the Councils Committees, many of the Parish Councillors represent the Council on outside bodies as the voice of Kirkland. Many devote much of their spare time to matters that affect the residents’, they are never ‘off duty’ and encourage residents to talk to them about the issues which impact on their lives. Elections to serve as a Parish Councillor are held every four years.

The Clerk has an office in Catterall Village Hall. Residents are welcome to view planning applications in Kirkland or to discuss issues to be raised with the Councillors about concerns in the Parish.

The Office is open;

Monday morning 9.00 to 12.00 am

and Wednesday afternoon 1.00 to 4.00 pm.
