KIRKLAND PARISH COUNCIL NEWSLETTER May 2007 Issue 5 Chairman’s Report This has been a successful year of consolidation for many of the actions of the Parish Council. The Chairman wishes to express her gratitude to all the Parish Councillors, for their unpaid service to the Parish. Mrs. Josie Beattie has stepped down from the Council after six years and the Chairman’s thanks go to her for her faithful and practical support of the Council. There are many reasons why individuals want to become a councillor, from a sense of community spirit and wanting to ’make things better’ to a desire to take their first tentative steps in the democratic process, that governs our country. It is with this in mind that the Parish Council asks that anyone interested in becoming a Parish Councillor, makes themselves known to the Councillors or Clerk. Mrs. Gillian Benson and Mr. Tim Hoyles continue with their splendid work for the Parish Council. Mrs. Benson’s often unseen, but essential clerical support and Mr. Hoyles’ very much seen and enjoyed endeavours, within Kirkland Parish environs, are much appreciated by the Parishioners and Parish Councillors alike. The Chairman, on behalf of the Parish Council, wishes to thank both for their efficient and conscientious work. Many of the aspirations of Parishioners having been achieved, such as traffic calming measures, the employment of a lengthsman and improved links and communication with their Parish Council and important local groups. There is a need for the Parish Council to look forward and ask what other issues Parishioners want their Councillors to strive for on their behalf. The Chairman has enjoyed her two year term of office and she offers her full support to the next Chairman. Councillor Catherine Towers Chairman of Kirkland Parish Council DOG FOULING IN THE VILLAGE Dog bin for Owd Will’s The Parish Council is considering installing a dog foul collections bin in Old Will’s. Consultations have taken place with residents and these have been passed to Wyre Borough Council for their consideration. In the meantime if you see any dog fouling in the Village, whether it’s the side of the road, a footpath, green area or public right of way please report to Wyre Borough Council. These problems NEED REPORTING if anything is to be done. .Problem areas should be reported to Wyre Borough Council on 01253 891000 option 2. õ õ õ õ õ õ õ õ õ õ õ õ õ õ õ õ õ õ Finance The Parish Council is responsible for the proper accounting records, safeguarding the assets and taking steps to prevent fraud and other irregularities. There are accounting policies and procedures in place to mitigate exposure to major risk, which are reviewed annually. The Councillors believe they make reasonable and prudent judgements and estimates. The accounts are a matter of public information and can be viewed at any time. PACT POLICE AND COMMUNITY TOGETHER If residents have any Police issues they wish to talk over or report to a Policeman, P C Simon Jones holds a monthly PACT meeting at Catterall Village Hall on the first Monday of the month at 7.00pm. Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Ð Councillor wanted Kirkland Parish Council has achieved a number of initiatives including the employment of the Parish Lengthsman to keep the Parish looking good, the maintenance of Parish property and traffic calming measures. The Parish Council is now looking for a new member. If you are interested please call one of the Councillors or the Clerk listed on the back page. £££££££££££££££££££££££££ Kirkland Parish Precept 2007 – 2008 The Precept is part of the Council Tax bill that all households receive and it comes directly to the Parish Council to spend within the Parish. The itemised precept for the year 2007 – 2008 is;
Total estimated income £2,087.00 Total estimated payments £7,121.00 Precept £5,034.00 (rounded down to £5,000) This is £800.00 less than last year. The Clerk has an office in Catterall Village Hall. Residents are welcome to view planning applications in Kirkland or to discuss issues to be raised with the Councillors about concerns in the Parish. The Office is open; Monday morning 9.00 to 12.00 am and Wednesday afternoon 1.00 to 4.00 pm.
