Chairperson’s Annual Report 2009 - 2010

The exciting, but challenging thing about life is that it’s always changing! Goal posts move, there are set backs, but advances, too. And the Parish Council is no different to life in general!

Further to the Parish Council and many other local groups’ protestations about the wind turbine at Dewlay, yet more amendments have been passed for the structure and work has commenced on its erection.

We continue to promote the need for a reduction in the speed limit in our Parish, both along the A6 and the A586. We had been informed that there was to be a reduction in the speed limit on the A6 and felt that this may be an opportunity to reduce the speed limit on the A586. However, we have been informed that those plans have been placed on hold. We will continue in our quest for a reduction in the speed of vehicles travelling through our Parish.

We had started to make some headway with our plans to refurbish Wyre Borough Council’s play area at Kirkland and Catterall Memorial Hall. Several successful meetings had been held and a clear pathway developed as to how to secure the required funding. However, these plans have had to be shelved due to Wyre Borough Council’s failure to guarantee to any long term replacement of equipment. We will have to wait our turn for the play area to be refurbished by Wyre Borough Council. This should hopefully be in the next year or two.

Further to our collaborative work with St Helen’s Church with the provision of lighting for the village Christmas tree, it has been decided that the Parish should have a more widely visible Christmas tree, for both villagers and travellers through the village. Plans are being finalised for the festive addition to the Parish Council’s efforts. Likewise the village sunflower competition continues to grow and the village looked fabulous last year with the bright and bold flowers towering in participants’ gardens. Thank you to Mr Keith Ellin for his work with this cheerful project.

Following Mrs Alison Sykes resignation last year we welcome Mrs Cath. Richmond to the Parish Council. Her close association with school will be of value, fostering greater links with the key organisations within the village. The Parish Council continues to evolve, with the resignation of Mrs Jean Parkinson after years of faithful service on the Council. Our thanks go to her for the substantial contribution she had made to our Parish. Thank you. I would also like to welcome Mrs Sam Gilling who has recently joined the Parish Council. With her daily ‘battle’ to cross the busy A586 she will ensure that the Council continues to campaign for a reduction in the speed limit around school.

No Annual Report would be complete without me expression of gratitude to Gillian, our conscientious Clerk and Tim, our trusty Lengthsman. They are noteworthy ambassadors of community service. Thank you.

It is with regret that I now tender my resignation from both Chair and Councillor of the Parish. With increasing family, work and academic commitments, something had to give! I wish the Parish Council continued success with the important role that they have linking Central Government to the individual.

A vacancy currently exists on Kirkland Parish Council. If you feel that you have something to give to your local community why not apply for co-option to the Council. Parish Councillors can help shape the future of their local environment and assist in improving the services to our residents. Kirkland Parish Council Accounts

The Parish Council is responsible for the proper accounting records, safeguarding the assets and taking steps to prevent fraud and other irregularities. There are accounting policies and procedures in place to mitigate exposure to major risk, which are reviewed annually. The Councillors believe they make reasonable and prudent judgements and estimates. The accounts are a matter of public information and can be viewed at any time.

Receipts

Receipts this year increased as the Parish Council received a training income from the NALC bursary granted to clerks training programmes and the VAT has been claimed for the past three years. The bank interest includes refunds for bank charges that were caused by the banking system and this is the last year for payment of the incentive by HM Revenue and Customs for filing on line.

Payments

The payments are just less than the total income and include a reduction in the audit charge due to the reduction in VAT last year, the Parish maintenance is the salt grit purchased during the snow and ice and spread on pavements for the protection of the residents and that the newsletter is produced by a local printer.

Administration includes the cost of posting the Parish Newsletters and donations include St. Helens PCC, Royal British Legion, Churchtown Whit Festival and the Youth Initiative.

Bank Charges were claimed back.

The Clerk and Councillors attended many training courses during the past year and under took environmental projects including the Christmas Tree outside St. Helen’s Church and the new hedging on the A586 boundary for Owd Wills.

The Clerk has an office in Catterall Village Hall. Residents are welcome to view planning applications in Kirkland or to discuss issues to be raised with the Councillors about concerns in the Parish.
