KIRKLAND PARISH COUNCIL NEWSLETTER Spring 2009 Issue 10 TALLEST SUNFLOWER COMPETITION Open to all green fingered enthusiasts young & old. Could YOU be in the Guinness Book of Records? The tallest UK grown sunflower is 4.49m and the world record stands at only 7.76m (25ft 5.5 in). Three categories: 3 to 6 year olds 7 to 12 13 to ………. whatever All sunflowers to be visible from the road so as to make our area more cheery. Winners to receive a handsome trophy. Judging to take place in the last weekend of September. Get planting now & register your entry with Councillor Keith Ellin. GOOD LUCK
Road Improvements to the A6 Lancashire County Council is re-surfacing the A6 at the Churchtown junction. It has long been recognised that the road surface has been breaking up and despite patching the improvement re-surfacing work is now necessary. The work commenced on 9th March and should be completed by the end of the month. Traffic using the A6 will be subject to a 30MPH speed limit during construction. The Avenue, A586 to Churchtown, will also be affected in that during the weekends of 15/16th and 27/28th March traffic will be prohibited during the evening/night and diversions will be in place. Access to properties will be maintained.
Kirkland Parish Precept The Precept is part of your Council Tax bill that all households receive and comes directly to the Parish Council to spend within the Parish. This year shows a slight increase of 16%. The Parish Council has the power to raise the money it needs to provide services through the precept but the Councillors always have regard for the impact of the Council Tax on the people who live in Kirkland Parish. The itemised precept for the year 2009 – 2010 is;
The precept is the amount needed to carry out the specified work above. Estimated Income £1,339.25 Estimated Payments £7,719.32 Precept £6,320.07 (Rounded to £6,400) Band D payments will be about £47.36, an increase of £6.66 per household on last year’s precept. This equates to 91 pence per week.

The Clerk has an office in Catterall Village Hall. Residents are welcome to view planning applications in Kirkland or to discuss issues to be raised with the Councillors about concerns in the Parish.
