KIRKLAND PARISH COUNCIL MINUTES OF THE MEETING HELD On 10th November, 2009, at 7.30pm at St. Helen’s Sunday School Present; Members of the Parish Council Mrs. C. Towers, Chairman Mr. K. Ellin, Vice-Chairman Mrs. C. Richmond, Mrs. D. Taylor, Gillian Benson, Clerk to the Parish Council John Bettle, Wyre Borough Council 365. APOLOGIES No apologies were given for this meeting. 366. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. 367. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 8th September, 2009 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 368. PUBLIC PARTICIPATION The meeting was adjourned Including visit from John Bettle, Street Scene, Wyre Borough Council Mr. Bettle is part of a team of four trained officers covering Wyre and listening to residents. Street Scene covers anything that happens on Wyre Borough Council land such as tipping, dog fouling, rubbish, graffiti etc. and he is responsible for the rural areas. He works with the contractors for refuse to ensure satisfaction for residents. Wyre Borough Council has increased the persons able to carry out enforcement and issue fixed penalty notices and have clothed the offices in appropriate uniforms. He looks to educate people not to tip rubbish or allow the dog to foul and explain the consequences of these actions so that hopefully it will not reoccur. The officers collate the information concerning particular offences which creates hot spots that can be the subject of special investigation out of hours through RIPA. Wyre Borough Council also offers an assisted bin service to assist elderly or disabled with their wheelie bins. The Street Scene Officers work with other agencies through MAPS to gather information and help residents. Recently some graffiti offenders have been task to remove their work through the Community Pay Back Scheme. The meeting was resumed. 369. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The date for a request for an election passed on 2nd October. Councillors were asked to co-opt a member as soon as possible. Resolved: The vacancy to be advertised in the newsletter. 370. PLAY AREA Cllr. K. Ellin attended the AGM of Kirkland Memorial Hall to raise this matter. In order to be eligible for any grant evidence must be produced to support the need for the play area this includes Village Appraisals. Councillors considered setting up a meeting including members of the Memorial Hall Trustees, Kirkland and Catterall School and the Churchtown Society. No acknowledgement has been received from the neighbouring landowner. Resolved: To arrange a meeting with the Memorial Hall, School and the Churchtown Society. 371. YOUTH INITIATIVE The questionnaire included in the last newsletter resulted in overwhelming support for joining Catterall Parish Council and forming a Youth Initiative Group. Catterall Parish Council has secured £3,000 of funding and is appealing to Kirkland Parish Council for a further £200 towards the initial set up; Catterall Parish Council is adding £400. Councillors discussed this matter. Resolved: Kirkland Parish Council will donate £200.00 towards the Youth Initiative Group. 371. ALLOCATION OF HIGHWAYS FUNDING Lancashire County Council has requested highway maintenance submissions for next year’s inclusion. Resolved: To submit the clearing of the footway on Tarnacre Lane, from the Village to Hambleton House Farm. 372. INFORMATION FROM LALC Includes a questionnaire on devolved services, pay settlement 2009, LALC Newsletter and the unaudited accounts. Resolved: The questionnaire was completed during the meeting and returned to LALC. 373. FINANCE Internal Scrutiny Report Resolved: Councillors considered and accepted the following accounts. Cash Book and Balance to 31st September, 2009, Bank Reconciliation and Internal scrutiny checks. Payments received:

The Grounds Maintenance Contract will be paid by Standing Order on 8th November. 374. PLANNING The following planning applications have been granted; 09/00637/FUL Proposal: Erection of two storey side extension and single storey rear extension Location: Rose Cottage, 9, The Green, Churchtown 09/00712/FUL Proposal: Installation of new ATM machine Location: Churchtown Service Station, 13, Garstang By-Pass Road, Churchtown 09/00794/FUL Proposal: Formation of a vehicular access Location: Far View Cottage, Tarnacre Lane, Churchtown Report on the Planning Meeting held on 14th August 09/00794/FUL Proposal: Formation of a vehicular access Location: Far View Cottage, Tarnacre Lane, Churchtown Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. Planning Applications The Councillors made comment on the following planning application: 09/00828/FUL Proposal: Proposed replacement garage Location: Rose Cottage, 9, The Green, Churchtown Resolved: The Parish Council has no objections in principle to this planning application and requests neighbourhood notification. There was concern over the scale of the building which could impose on the neighbours. 09/00890/LBC Proposal: Listed building consent to replace existing windows on front elevation with white painted hardwood Location: Meadowlea, 10, Church Street, Churchtown Resolved: The Parish Council has no objections to this planning application and requests neighbourhood notification. 375. REPORTS Report from Kirkland and Catterall Primary School The school is encouraging elderly residents to visit and join in the classes, however, at the present time it is not practical to be extended to lunch times. Report from the representative on Kirkland Memorial Hall The AGM was held recently and there was much discussion about the river bank. The Trustees are talking to Mr. Dicks and the Environment Agency about the various solutions needed to ensure the bank is safe. The Trustees are looking to replace the boiler and are concerned at the grass cutting contract with Wyre Borough Council. Report from the representative on PACT Meeting Churchtown Service Station was broken into on 5th October and over £7,500 worth of goods were stolen. Last month an attempted burglary took place by unknown suspects, but the householders woke up and disturbed the thieves. |
