KIRKLAND PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING Held on 8th November, 2011, at 7.30pm at Kirkland Memorial Hall

516. APOLOGIES No apologies were received for this meeting. 517. DECLARATIONS OF INTERESTS Councillors disclosed any personal or prejudicial interest in matters to be discussed at this meeting. There were no declarations. 518. MINUTES OF THE PREVIOUS MEETING Resolved; The minutes of the meetings held on 13th September, 2011 having been previously circulated, were accepted as a true and correct record and signed by the Chairman. 519. PUBLIC PARTICIPATION There were no members of the public present. 520. CASUAL VACANCY IN THE OFFICE OF PARISH COUNCILLOR The time has passed for an election and the members need to co-opt a new member as soon as possible. Nominations will be accepted at the meeting. Resolved: There were no nominations for the office of Parish Councillor. 521. QUEEN ELIZABETH II DIAMOND JUBILEE The Parish Council discussed celebrations concerning the Queens Diamond Jubilee. Resolved: To enquire what other organisations are considering for the Jubilee. 522. BOUNDARY CHANGES The proposed Lancaster constituency largely reflects the constituency that existed prior to the 5th General Review: it no longer contains the town of Fleetwood, but instead expands to incorporate many wards that are currently included in the Wyre and Preston North constituency, in addition to wards from the west of the Ribble Valley. The M6, which runs north–south throughout the proposed constituency, provides a strong communication link between the various communities within it. Councillors considered the implications to the changes. Resolved: That the Parish Council agrees with the boundary changes. Map to be displayed on notice board for residents. 523. DONATION REQUEST FROM ST. HELEN’S PAROCHIAL CHURCH COUNCIL The Parochial Church Council is appealing to the Parish Council for a donation for the upkeep of the churchyard this year. Resolved: That the Parish Council donates £130.00 to the upkeep of the graveyard at St. Helen’s. 524. RISK ASSESSMENT Councillors considered the risk assessment for Kirkland Parish Council 2011 – 2012. Resolved: That the Parish Councillors accept the risk assessment. 525. FINANCE Responsible Financial Officer’s Internal Scrutiny Report Cash book and balance, internal scrutiny checks and bank reconciliation to 30th September, 2011. Responsible Financial Officers Report to 30th September, 2011. Bank reconciliation to 31st October, 2011. Resolved: Councillors scrutinised and accepted these accounts. Income received since last meeting:
Councillors resolved to pay the following invoices; Direct Debits Staff Costs £200.00 Pension £ 62.52 Grounds Maintenance Contract £627.00 Precept and Grant Notification 2012 – 2013 Wyre Council would appreciate notification of the precept for 2012 – 2013 agreed by Kirkland Parish Council by 13th January, 2012. The rural parishes grant has been set at £1.94 per elector and has not changed since 2010. The Rural Grant for Kirkland is £512.00. Budget Councillors have started to consider the budget upon which the precept is based. Wish lists as to improvements/projects for 2012 – 2013 will be supplied with costings for consideration at the next meeting. Cost of Parish Council Elections, 5th May, 2011 The amount apportioned to be paid by Kirkland Parish Council under the provisions of the Representation of the Peoples Act 1983 and 1985 is £126.47 and will be collected by Wyre Council in the next financial year. 526. PLANNING The following planning application has been granted: 11/00567/FUL Proposal: Change of use of land for the grazing of horses and erection of a single stable with tack/storage room Location: Land at Kirkwood Lodge Farm, Humblescough Lane, Kirkland Planning Applications There were no planning applications to date. 527. REPORTS FROM COUNCILLORS Report on the Wyre Area Lancashire Association of Local Councils meeting Lancashire County Council’s Democratic Partnership Officers have gone to be replaced with Locality Officers, who were to be visiting, but the Public Realm Manager was sent. The highways section has a commissioning document for work which will start April, 2012. Wyre Council is looking to develop better working relationships at a local level for a better outcome for residents, with each Parish Council being an individual case. Compiling a ‘Working in Neighbourhoods’ paper for consultation with Parish Councils next year. Better information through the Planning Ambassadors as to what neighbourhoods need and want and not just getting what’s given. Sergeant Freaney stated the areas PCSOs are covering are to change to reflect the need and numbers of crimes and Abs’s in that area. Operation Faith is offering assistance with stopping metal thefts from Wyre Churches and the introduction of DNA grease. With the introduction of 20MPH the Police have 3 community watch volunteers who with the assistance of a Policeman will check speeds and send warning letters. Report from the representative on PACT Meeting The Police had reported a burglary at the Horns Inn, when an amount of cream had been stolen. 528. QUESTIONS RAISED BY COUNCILLORS Work on Sharples Quarry The Parish Council had requested information on the work being carried out at the entrance to Sharples Quarry. Lancashire County Council has provided plans for the exit road and culvert Proposed Closure of Garstang Household Waste Recycling Centres Jo Turton, Lancashire County Council replied to the Parish Council’s request not to close the tip. She mentioned that Lancashire County Council were working with Wyre Council and in principal may supply extra wheelie bins for the Lengthsman’s use.
There being no other business the Chairman closed the meeting at 8.50pm.
