Parish Lengthsman Contract

The parish council are looking to contract a Parish Lengthsman to carry out a range of tasks to keep the parish neat and tidy and to improve the environment within the Parish Council's boundaries.

The contract is for 8 hours a week to be worked flexibly dependent on time of year and weather.  Occasional additional hours may be required.

The contract for this post will require any bidder to have the equipment necessary to carry out the work and also the qualifications / training outlined in the person specification.

Job Description

Parish Lengthsman

Job Purpose

To carry out a range of tasks to keep the parish neat and tidy and to improve the environment within the Parish Council's boundaries.

Main Duties and Responsibilities

  1. Undertake litter picking, removal of dog fouling, weed removal and spraying (where directed) and sweeping debris from all public areas of the Parish.  This includes footways, these being either flagged, cobbled or tarmac, grass verges and channels in the road.
  2. Report, either directly to Lancashire County Council or to the parish clerk, any highway defects that may arise. i.e. potholes, flooding, street lighting ensuring that any dangerous defects are reported immediately.  
  3. Wash highway signs when necessary, strim round signs and lamp posts.  Mow sight line verges as necessary.
  4. Cut out gully grates on rural lanes where there is no kerb.  Clean debris from all road gullies.
  5. Mow nominated grass verges fortnightly or as necessary with the season.
  6. Cut, prune and maintain all hedges and trees (where appropriate) in the parish council's ownership. Approach house and landowners where private hedges need to be cut back
  7. Strim and clear vegetation on public footpaths in accordance with Lancashire County Council's Local Delivery Scheme.
  8. To twice yearly walk all public footpaths in the Parish and report damage to public footpaths, stiles etc. to the Parish Clerk.  Make repairs once Lancashire County Council's approval for the work is given.
  9. Maintain and keep in good repair the street furniture, bus shelter, parish notice board and any other parish council structures including removal of any graffiti.
  10. Order, erect and take down Christmas Trees and assist with the Christmas tree lights.   
  11. Maintain a good working relationship with Churchtown in Bloom to ensure the village is clean and all necessary actions have been carried out prior to Churchtown in Bloom judging.   To include grass cutting, watering and feeding of planters as requested.
  12. To maintain a good working relationship with Kirkland parish councillors and the agents of other local authorities.
  13. Undertake associated administrative duties including producing a fortnightly report of work carried out, submitting regular time sheets to the parish clerk and keeping account of all items purchased for the repair of parish council property
